Job description

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

SUPPLEMENTAL QUESTIONNAIRE : A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5 : 00 : 00 p.m. on the Last Day for Filing.

DESCRIPTION

THE AGENCY

The Alameda County Community Development Agency's mission is to enhance the quality of life of Alameda County residents and plan for the future well-being of the County's diverse communities; to balance the physical, economic and social needs of County residents through land use planning, environmental management, neighborhood improvement, and community development, and to promote and protect agriculture, the environment, economic vitality and human health.

The Community Development Agency houses the following departments : Planning Department, Housing and Community Development, Agriculture Weights and Measures, Healthy Homes Department, and Economic and Civic Development Department.

THE POSITION

Under direction, incumbents in this class are responsible for planning, organizing, directing and supervising the work of the economic development and / or community revitalization programs in the Community Development Agency's Economic and Civic Development Department.

MINIMUM QUALIFICATIONS

EITHER I :

The equivalent of one year full-time experience in the class of Economic and Civic Development Specialist III in the Alameda County classified service.

OR II :

Possession of a Bachelor's degree from an accredited college or university in public or business administration, behavioral science, social studies, political science, urban studies, marketing, education, economics, environmental sciences, geography, or a related field. If Bachelor's degree is in a related field, applicant must show academic studies nexus to economic development or community revitalization.

The equivalent of four years of increasingly responsible, professional experience in a management or an administrative capacity in an economic development, redevelopment or community development agency, which included responsibility for directing the activities of subordinate staff, program budgeting, and management of economic, development or community revitalization activities. Work background must include a minimum of two years of supervision, lead or administrative experience.

NOTE : A Master's degree from an accredited college or university in public or business administration, behavioral science, social science, political science, urban studies, marketing, education, economics, environmental sciences, geography, or a related field may be substituted for one year of the required non-supervisory experience.

Special Requirements :

Incumbents may be required to possess and maintain a valid California Driver's License and may be required to drive in the performance of duties.

Incumbents may be required to attend night and / or weekend meetings.

NOTE : The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies :

Knowledge of :

  • Economic development practices and programs, including business attraction, retention and expansion strategies, job creation, and entrepreneurship
  • Principles and practices of public administration, including budgeting, contract administration, and fiscal management
  • Principles and practices of supervision
  • Community revitalization practices and programs, including community outreach, capital development planning and implementation, land use and entitlements, and the design and development process
  • Laws, regulations and policies pertaining to grant funding, land use and development
  • Principles and practices of real estate development, including the negotiation of development and disposition agreements

Ability to :

  • Plan, organize and develop programs and projects
  • Train, supervise and develop staff
  • Read, understand and explain complex legislation, regulations, ordinances, contracts and financial documents
  • Communicate effectively orally and in writing to individuals and groups representing various organizational and socio-economic levels
  • Write grant proposals
  • Plan, organize and coordinate citizen participation projects
  • Develop and administer program budgets
  • Set priorities and handle multiple projects simultaneously
  • Establish and maintain effective relations with business representatives, civic groups, the general public and fellow employees
  • EXAMINATION COMPONENTS

    The examination will consist of the following steps :

  • A review of the applicants' application and supplemental questionnaire to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  • A review of candidates' supplemental questionnaire to select the best qualified candidates to continue in the process. Those candidates considered the best qualified will move on to the final step of the examination process.
  • An oral examination weighted as 100% of the candidate's final examination score. The oral interview will be administered virtually and may contain situational exercises.
  • CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
