Job Opportunity With Sheboygan County

Sheboygan County, located in Wisconsin, is offering a full-time position with a salary range of $66,368.00 to $87,968.00 annually. The job is based in Sheboygan, WI.

What to expect : Ensure the provision of quality services to consumers served, assign work, develop employees, and monitor compliance with Federal and State mandates, statutes and administrative rules through the supervision of staff at the unit level, while supporting trauma informed practices.

Essential Duties

The essential duties include :

  • Setting priorities, planning, organizing, assigning, approving, coaching, reviewing, and controlling the work of unit staff.
  • Assessing employee needs, overseeing professional development, providing mentoring and training in service strategies, delivery techniques, and practices.
  • Maintaining familiarity with and assuring the effective and efficient delivery of services within the framework of consumer needs, applicable laws, policies, procedures, evidence based practices, and available resources.
  • Representing consumer populations, making recommendations, and participating in the development and monitoring of budgets, grants, contracts, goals, policies, procedures, priorities, evaluation methodologies, and services to be delivered.
  • Scheduling, facilitating, attending, leading, and contributing to meetings and presentations with unit staff, superiors, community partners, and the public at large to ensure that a high degree of communication, understanding, and effective working relationships are maintained.
  • Preparing and presenting effective written, statistical, and oral reports.
  • Providing on-call and back-up supervision as required during the work day. CFS additionally requires coverage during non-business hours to include nights, weekends, and holidays.
  • Developing policy and procedures to ensure fair and equitable treatment for all clients receiving services, prioritizing and processing wait lists, addressing client concerns / complaints, reviewing reports, letters, and evaluation results, assisting staff in formulating case conceptualizations, diagnostic impressions, intervention strategies, treatment / recovery plans, and decision-making related to the assessment and treatment services provided.
  • Following State Death Reporting procedures after becoming aware of the death of any registered client open to services at the time of his / her passing which may include performing a root cause analysis of cases thought to be due to suicide, psychotropic medication, or seclusion and restraint.
  • Participating in staff development activities, including seeking qualified candidates for open positions, interviewing, hiring, and training new staff, ongoing supervision of staff to include annual performance evaluations, supportive and corrective counseling, disciplinary action, and termination if indicated.
  • Performing general administrative duties such as completing surveys, writing reports, maintaining logs, approving timesheets, monitoring sick and vacation time requested, approving expense vouchers, scheduling coverage, etc.
  • Overseeing development and monitoring of Purchase of Service contracts providing services to clients within the continuum of care.
  • Attending regional and state meetings, professional trainings, and participating in committees as requested to support appropriate administration of programs.
  • Ensuring consistent preparation, development, and implementation of agency policy and procedure.
  • Identifying staff training and development opportunities to encourage professional growth of staff members, and securing means to obtain those as necessary.
  • May assume the duties of division manager as required.
  • Performing other duties as assigned.

Qualifications

The qualifications include :

  • Graduation from an accredited college or university with a bachelor's degree in a related field required. Five years relevant experience and an advanced degree preferred. An equivalent combination of experience and training which provides the required knowledge, skills, and abilities may be considered.
  • For Mental Health : Must have 3,000 hours of supervised clinical experience; LCSW, LPC or PdD required, credentialing as a Clinical Supervisor preferred.
  • Thorough knowledge and understanding of the operation of state and local government; dynamics of groups; the value systems and behavior patterns of ethnic and sub-cultural groups.
  • Thorough knowledge and understanding of federal laws, State statutes, and administrative rules which regulate the services to be provided.
  • Knowledge of the programs, funds, and services available.
  • Knowledge of trauma-informed principles and practices.
  • Knowledge of Federal and State laws, rules, and regulations pertaining to health and human service programs.
  • Knowledge of the role and function of a County Health and Human Services Agency.
  • Knowledge of the characteristics, conditions, and needs of the populations to be served.
  • Knowledge of current trends in service delivery.
  • Knowledge of administrative, managerial, and supervisory principles and practices.
  • Knowledge of budgeting, planning, and program analysis methods and techniques.
  • Ability to work independently, exercise good judgment, and effectively utilize authority.
  • Ability to instruct, assign, plan, organize, supervise, and evaluate the work of employees.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to coach for performance.
  • Ability to obtain accurate data and to record such data systematically.
  • Ability to plan, direct, integrate, and evaluate programs.
  • Ability to prepare clear and concise reports and records.
  • Ability to establish and maintain the confidence of others.
  • Ability to communicate effectively with others both verbally and in writing.
  • Must demonstrate high integrity and ethics.
  • Must have unlimited access to a car, a valid driver's license, automobile insurance, and the ability to efficiently travel in and out of the county, as needed.

  • Frequent contact with staff, co-workers, consumers, State and County personnel, other authorities, community partners, and members of the public.

  • Work is performed primarily in a standard office setting but involves travel and performance in a variety of community, regional, and telecommuting locations.
  • Ability to lift up to 20 pounds and a combination of sitting and standing postures may be required. Ability to minimally work 8 hours per day and 40 hours per week is required.
  • Must be able to operate and be conversant with office equipment including phone, computer, facsimile, calculator, printer, and photocopier. Expertise with web-based and various software applications, including Word, Excel, Power Point, Google, and keyboarding proficiency are essential.
  • Risk of blood borne pathogen exposure is considered low.
