JOB PURPOSE :

The Finance Analyst provides, oversight, and accountability for the fiscal operations of a Disaster Case Management (DCM) grant serving survivors of FEMA-designated disasters. This position ensures compliance with FEMA financial guidelines, government funding requirements, and 2 CFR 200 (OMB Uniform Guidance), while providing accurate reporting of the efficient use of program financial resources. The Finance Analyst reconciles financial data, prepares billing, and ensures all fiscal activities meet federal audit and compliance standards.

This position will be Hybrid, working from our physical offices in San Antonio as well as from your home.

On our grant this position will align to the position titled "Finance Manager"

Qualifications

ESSENTIAL JOB RESPONSIBILITIES :

Financial Oversight & Reporting

• Monitor and evaluate all grant expenditures.
• Conduct ongoing cost analysis and provide recommendations to Program Leadership and for resource optimization.
• Prepare regular financial outcome reports and ad-hoc analyses.
• KPI :

Submit 100% of monthly financial reports by deadlines.

Budget Communication & Modeling

Conduct weekly financial updates with program leadership.

Compliance & Fiscal Monitoring

Maintain 100% compliance with FEMA, HHSC, and 2 CFR 200 financial standards.

Supervisor Collaboration

Conduct monthly financial reviews with each supervisor.

Billing & Reimbursement

Submit 100% of the billing on time.

Mission-Driven Service

Maintain 100% alignment of fiscal operations with FEMA, federal, and organizational accountability standards.

Other Duties

ESSENTIAL QUALIFICATIONS :

EDUCATION : Bachelor's Degree in Accounting, Finance, or related field required.

EXPERIENCE :

ATTENDANCE : Must maintain regular and acceptable attendance at such level as is determined in the employer's sole discretion.

LICENSES : Driver's License with clear record.

OTHER : Must pass criminal background checks; must be available to work nights, weekends, and holidays as required.
