BUILDING AND ZONING SUPERVISOR
TOWN OF BRUNSWICK, NEW YORK
The Town of Brunswick is soliciting applications from qualified interested individuals to fill a vacancy in the open competitive position of Building and Zoning Supervisor on a provisional basis, since there is no existing, viable Rensselaer County Civil Service Eligible List for that title. In order to be considered for a permanent appointment to this position, the successful applicant will need to take and pass the examination for said title to be offered by the Rensselaer County Civil Service Commission and be reachable for appointment as provided by law from the Eligible List established for said title by the Civil Service Commission.
ESSENTIAL DUTIES OF THE POSITION :
This position is responsible for the enforcement of specific local laws as designated by the Brunswick Town Board including, but not limited to those pertaining to building, zoning, land use, subdivisions, site plans, multiple dwellings, mobile homes, unsafe structures, signs, junk and abandoned vehicles, excavation, demolition, dumping, garbage and refuse, floodplain and storm water management, as well as the New York State Uniform Fire Protection and Building Code, and all other New York State Building Codes, and also the issuance of permits and the conducting of related inspections in connection with those matters.
Typical work activities include :
reviews for approval and specifications for building construction repair and alterations; Inspects buildings under construction for compliance with approved plans and specifications and applicable ordinances and codes; prepares accurate and complete reports for all field inspections; supervises the activates of subordinates engaged in inspection, code enforcement and clerical duties; Cooperates with legal and judicial authorities to ensure that improper conditions are corrected and that appropriate penalties are imposed for violations; appears as a witness at court proceedings and hearings as required; maintains permanent records of all transactions and activities including applications received, plans reviewed and approved, permits and certificates issued, fees collected, inspection reports, and notices or orders issued; explains requirements of building codes and zoning laws to contractors, applicants and the general public; reviews land use applications, including but not limited to subdivision, site plan, special use permit, use variance and are variance to determine completeness with Brunswick code and regulation requirements prior to commencement of application review by Planning Board and Zoning Board of Appeals; represents the Building Department, provides background information and technical assistance to, and cooperates with, the Planning Board and Zoning Board of Appeals, in the making of administrative determination on applications for subdivision and site plan review, special permits and appeals and variances from provision of Zoning Law; attends and provides administrative support at all meetings of the Planning Board and Zoning Board of Appeals; attends monthly town board meetings
REQUIRED KNOWLEDGE, SKILL, ABILITIES AND PERSONAL CHARACTERISTICS :
Thorough knowledge of land use and zoning procedural and substantive requirements; thorough knowledge of modern building techniques, materials and tools; thorough knowledge of local building codes and ordinances; Good knowledge of the New York State Multiple Residence Law; Ability to read and understand plans and specifications; Ability to inspect structures to determine their condition; Ability to plan, schedule and supervise the work of others; Must have good computer skills; Physical condition equal to the demands of the position.
MINIMUM QUALIFICATIONS :
Graduate from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Engineering, Engineering Technology, Architecture or related field and five (5) years’ experience in construction or building maintenance, three (3) of which must be in the supervisory capacity.
SPECIAL REQUIREMENT :
Incumbent shall successfully compete a New York State certified basic training program, and any other State-mandated certifications within 18 months of initial appointment and attend a minimum of 24 hours of approved in-service training each calendar year.
SALARY RANGE :
$75,000 - $85,000.00 depending upon experience and qualifications. Competitive benefits package offered. Preference may be given to individuals having prior, recent municipal code enforcement experience in New York State, and to individuals having New York State municipal zoning and planning experience.
