Position Overview
The QAQC & Commissioning (CX) Program Manager leads and governs an integrated Quality Assurance, Quality Control, and Commissioning program across complex construction projects, with a focus on data centers, semiconductor facilities, and large-scale production or manufacturing environments. This role operates at a program level, managing multiple concurrent projects and teams to ensure consistent execution, contractual compliance, and operational readiness across the portfolio.
The Program Manager aligns quality and commissioning objectives with business and asset lifecycle goals, oversees inspection, testing, and commissioning activities, manages risk and non-conformance processes, and delivers clear executive-level reporting. This position serves as a key interface between clients, contractors, and executive leadership to ensure critical milestones are achieved, systems are ready for operation, and assets are successfully handed over.
Key Responsibilities
Lead and govern an integrated QAQC and commissioning program across multiple active projects
Define and maintain program-level QAQC and commissioning strategy for data center, semiconductor, or production facilities
Deploy, enforce, and continuously improve standardized QAQC and commissioning processes
Define, track, and report program-level KPIs for quality, commissioning, and readiness
Ensure achievement of program-critical milestones across all projects
Monitor and manage contractual obligations with clients and project partners
Lead issue escalation, risk mitigation, and executive-level problem resolution
Govern change management for QAQC and commissioning processes
Plan, schedule, and coordinate inspection, testing, and commissioning activities
Integrate QAQC inspections with commissioning activities to ensure system readiness and acceptance
Govern non-conformance, corrective action, and preventive action processes
Identify and mitigate risks across design, construction, startup, and turnover phases
Provide clear executive-level reporting on program status, risks, trends, and mitigation actions
Coordinate with clients, general contractors, owners, subcontractors, and internal teams
Manage internal project managers and third-party inspectors or commissioning agents
Drive continuous improvement through lessons learned, trend analysis, and performance feedback
Required Experience & Qualifications
- Bachelor’s degree in Engineering, Construction Management, or a related technical discipline
- 10+ years of experience in construction quality, commissioning, or program management
- Direct experience in data centers, semiconductor facilities, or large-scale production / manufacturing environments
- Demonstrated experience managing multiple concurrent projects at a program or portfolio level
- Strong working knowledge of construction codes, standards, and regulatory requirements
- Proven experience developing and governing QAQC and commissioning processes
- Experience managing contractors, subcontractors, and third-party inspectors or commissioning agents
- Strong risk management, issue escalation, and corrective action leadership experience
- Ability to interpret contracts, specifications, and technical documentation
- Experience with inspection, testing, and commissioning management platforms
- Strong executive communication, reporting, and stakeholder management skills
- Ability to lead cross-functional teams and influence senior leadership
- Experience supporting asset handover, operational readiness, and lifecycle documentation
- Recommended professional certifications such as PMP, CQE, CWI, or equivalent
- Ability to travel as required to support program and site needs
