General Purpose

Under general direction, investigates complaints involving violations of law, county personnel rules and regulations, county ordinances, department standard operating procedures and / or policies, and a variety of sensitive or confidential matters. Interviews witnesses; reviews evidence; prepares investigative reports and presents findings.

Minimum Qualifications

Education and Experience :

  • Bachelor's degree in Criminal Justice, Public Administration, Business Administration, or related field and five years of law enforcement experience, preferably in an investigative capacity, to include two years of internal affairs / administrative investigations experience for a federal, state, county, or local government organization OR an equivalent combination of education and experience.

    • Required Licenses or Certifications :

  • Valid New Mexico Driver's License.
  • Completion of an accredited internal affairs or administrative investigations training course or completion of such a course within nine months from the date of employment.
  • Completion of Certified Internal Investigation Officer (CIOO), Certified Fraud Examiner (CFE) or other certifications may be required within a specified time after hire.
  • Valid New Mexico Department of Public Safety- Police Officer Certification as this position is a commissioned law enforcement officer position and participates in the New Mexico Public Employee Retirement Association Municipal Police Plan 5.

    • Other Requirements

  • Must pass Sandoval County's comprehensive public safety sensitive background investigation.
  • Must pass a pre-employment drug and alcohol screening.

    • This position is subject to random alcohol and drug testing in accordance with Sandoval County Personnel Rules and Regulations Article XIII Drug and Alcohol Policy and Testing-Drug Free Workplace.

    Essential Job Functions

  • Investigates complaints involving violations of law, county personnel rules and regulations, county ordinances, department standard operating procedures and / or policies; such violations may include but are not limited to allegations of workplace discrimination, harassment, unsatisfactory employee work performance, or illegal, immoral, unethical, or unsafe conduct or acts occurring while on county time or county owned facilities or property or in violation of the law.
  • Investigates sensitive or confidential matters and reports findings.
  • Interviews witnesses to include communicating with victims, perpetrators, witnesses and suspects in cases.
  • May serve civil documents and testify at administrative hearings.
  • Attends mandatory training classes and courses.
  • Composes written reports and summaries using Microsoft Word program to type investigative documents with limited administrative assistance.
  • Performs other job-related duties as assigned.

    • SUPERVISION RECEIVED AND EXERCISED : Position reports to the County Attorney and does not exercise supervision over others.

    Sandoval County offers benefits to full-time and part-time employees working 20 hours or more a week including : Health Care, Dental, Vision, Flexible Spending Account, Life Insurance, Long-Term and Short-Term disability insurance, Holiday pay, Vacation and Sick Leave, Deferred Compensation Plan. Sandoval County non-union, non-safety positions are part of the Municipal Plan 2. Contributing 16.55% and employees contributing 3.65% to to the Public Employee Retirement Plan. (PERA)
