Duties & Responsibilities :

  • Provides full range of administrative and fiscal support to the Associate Dean for Research and / or Director of Research and faculty who are in the grant stream (those applying for and / or funded by extramural funds).
  • Manages day to day operations of the NAWSON Research Unit and makes recommendations on office policies and procedures to improve operations and maximize efficiency.
  • Serves as the knowledge source for the electronic submission of all school grants and ensures accuracy and compliance with grant guidelines & University of Hawaii procedures.
  • Consults with the Associate Dean / Director, PIs and other relevant personnel to understand the needs of the program and resolve any questions or issues related to the terms and conditions of sponsored contracts, grants, cooperative, or other agreements.
  • Collects data to prepare various administrative reports related to research and scholarship activity for NAWSON,
  • Assists with OREP special projects and activities, including assisting with research events, workshops and presentations.
  • Keeps abreast of changes / updates in applicable administrative policies and procedures.
  • Builds relationship with UH Office of Research Services (ORS) and stays up to date on ORS trainings.
  • Monitors NIH website for grant opportunities, changes to application forms, and attends NIH training sessions and educational programs to support grant submissions for faculty
  • Develops and maintains various data bases of extramural funding agencies, monitors these agencies for funding opportunities.
  • Coordinates training workshops on new grant submission regulations, proposal writing, and budget formations as well as other pertinent research activities.
  • Assists faculty in the preparation and submission of the grant application (final formatting) per the directions of grants and contract preparation regulations, including creating and uploading information into myGrant, eraCommons, and similar as needed.
  • Assists faculty in developing budgets that conform to the conditions of grants and federal regulations.
  • Monitors and reviews grant submissions including intramural program grants to ensure goals and milestones are achieved to meet grant proposal deadlines.
  • Develops and updates various databases to assess the status of grants that have been submitted for review and approval.
  • Assists in managing grant funds once awarded; assists faculty in obtaining budget balance information, tracking budget allocations, and preparing progress reports.
  • Provides frontline administrative and fiscal support in all areas related to procurement, contracts, and grants required for the management of extramural and contract funding in accordance with sponsor, university, state and federal rules and regulations.
  • Assists research faculty and staff with the review, analysis and preparation of administrative, fiscal and personnel related documents, including but not limited to requisitions, purchase orders, p-card purchases, check requests, and travel requests and other documents from varied funding sources including UH, RCUH, and UH Foundation.
  • Monitors administrative, fiscal and personnel documents in accordance with deadlines.
  • Initiates, prepares, reviews and audits expenditure documents in accordance with established UH / RCUH / UHF procedures.
  • Communicates with vendors, obtains quotes, makes travel arrangements, prepares requisitions, follows through on delivery and payment;

ensures compliance with UH / RCUH / UHF policies and procedures while carrying out these tasks.

  • Ensures compliance with UH and RCUH policies and procedures related to human subject protection and confidentiality.
  • Collaborates effectively with multiple stakeholders and partners to assure that goals and objectives are met; serves as a resource for stakeholders and partners and actively works to solve problems.
  • Provides support services in all aspects of extramural personnel management, including recruitment, timesheet processing, and other personnel processes as it relates to RCUH.
  • Supervises other staff, graduate assistants, or other student help when available.
  • Conducts literature searches and web searches; determines relevancy of and summarizes information and compiles into summary reports for review by leadership.

Denotes Essential Functions

Minimum Qualifications :

Possession of a baccalaureate degree in Business Administration, Biological Science or related field and 3 year(s) of progressively responsible professional experience with responsibilities for pre-award and post-award activities related to contracts and grants;

or any equivalent combination of education and / or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

  • Considerable working knowledge of principles, practices and techniques in the area of pre-award and post-award activities related to contract and grants as demonstrated by broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with extramural grant funding.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Knowledge of federal regulations pertaining to contracts and grants administration.
  • Knowledge of academic research and evaluation practices.
  • Knowledge of academic budget development principles and practices.

Desirable Qualifications :

  • Familiarity with UH and RCUH policies and procedures.
  • Work experience in a sponsored projects office or business office handling pre- and post-award functions for extramurally funded grants and contracts.
  • Work experience assisting with grant submissions to agencies such as the National Institutes of Health (NIH) and other biomedical funding agencies.
  • Ability to create effective presentations that display data, events, and activities in a clear and succinct manner using a variety of media.
  • Experience using the Kuali Financial System (KFS) and myGRANT.
