Job Description Summary

The purpose of this job is to manage assigned fire battalions and command large-scale or multi-company emergency incidents within the city. Ensures minimum staffing levels, develops schedules, tracks shift personnel attendance, and trains and evaluates staff. Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description
  • Supervises, manages, and evaluates assigned employees and makes decisions about hiring, and discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.
  • Conducts administrative duties and maintains records.
  • Maintains minimum staffing levels.
  • Manages emergency incidents and commands scenes.
  • Communicates with internal staff and external stakeholders, including the public.
  • Serves as a fire code enforcement official for the Fire Department
  • Performs fire investigations to determine the cause and origin of fires.
  • Regular attendance is a necessary and essential function.
  • Performs other duties as assigned.
Supervisory Responsibilities
  • Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function, including making decisions on hiring, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed.

  • Interactions and communications may result in recommendations regarding policy development and implementation. May also evaluate customer satisfaction, develop cooperative associations, and utilize resources to continuously improve customer satisfaction.

Fiscal Responsibility
  • Position has moderate fiscal responsibility.
  • May be responsible for the billing, collection, and/or accounting of funds. May be responsible for the handling and balancing of cash.
Education and Experience - An equivalent combination of education, training and experience will be considered MUST BE A CURRENT CITY OF COLUMBIA EMPLOYEE HAVING SUCCESSFULLY COMPLETED A PROBATIONARY PERIOD.

Education and Experience
  • High School diploma or equivalent. Associate’s degree preferred.
  • Minimum of 7 years of related experience with at least one year as a Company Officer or Assistant Fire Marshal (meeting all required qualifications for the Assistant Fire Marshal position).
Licenses or Certifications
  • Valid driver’s license.
  • Valid State of Missouri Emergency Medical Technician (EMT) license.
Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position Knowledge of:
  • Departmental policies and procedures, including incident command and emergency mitigation.
  • Fire codes and regulations.
  • Basic software applications.
  • Fire service strategies and tactics.
  • National Incident Management System (NIMS).
  • Safety standards and precautions pertaining to the use and operation of fire equipment, fire suppression, and first responder activities.
  • Effective supervisory practices and techniques.
  • Columbia streets and locations.
Skill in:
  • Monitoring and assessing the performance of employees to make improvements or take corrective action.
  • Communicating verbally and in writing to meet the needs of the audience.

  • Incumbents required to maintain mental/physical health required to perform essential functions of the job. Required to successfully complete a post-offer pre-employment medical physical and at least annually thereafter.
  • Incumbents are required to wear a respirator and/or self -contained breathing apparatus (SCBA) as needed.
