Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities

We are seeking a self-motivated Senior Engineer to serve as the Instrument & Control (I&C) Engineer who will participate in planning, specifying, scheduling, designing, implementing, and commissioning Facility and Infrastructure design changes at the Nevada National Security Site (NNSS). In this role, the I&C Senior Engineer must take a disciplined approach to evaluating existing conditions and devising upgrade designs to highly regulated nuclear facilities. In addition to instrumentation and control responsibilities, the engineer will be required to prepare designs for communication systems, which include standard phones, voice over IP phones, data network distribution, outside plant design, inside plant cabling design, public address, security system interface coordination with NNSS security contractors, and other miscellaneous data type systems. All network designs will be coordinated with MSTS Information Technology (IT) department to ensure compatibility with their systems. Familiarity with Department of Energy (DOE) or Nuclear Regulatory Commission (NRC) regulated design changes is highly desirable but not a requirement.

Key Responsibilities

Support validation and verification of software specified for customer’s systems utilizing Institute of Electrical and Electronics Engineering (IEEE) - 1012 Verification and Validation of Software Requirements. Software validation needs can be associated with electric circuit analysis, specifying compatible electric and electronic components, network design, cable installations, and an understanding of process control (e.g., ventilation, hydraulics, electrical generation and distribution, Public Address systems, access control and security, and Building Automation).

Capable of implementing system designs to meet DOE-STD-1195 – Design of Safety Significant Safety Instrumented Systems used at DOE Nonreactor Nuclear Facilities.

Experience understanding and designing network diagrams, plan layouts, control schematics, subcontractor specifications and technical oversight of subcontracted designs. Experience in Department of Energy (DOE) or commercial nuclear facilities is preferred.

Support Technical Lead for major projects and startups. Initiates collaboration with partners external to MSTS. Leads collaboration with other disciplines and departments to achieve mission execution. Ensure team’s processes and deliverables comply with laws, codes, orders, and MSTS policies and procedures. Must have good communication skills to convey technical issues to general audiences.

Serve as an advisor to management and other personnel on difficult and critical technical issues. Participate in business development by defining customer needs, developing proposals and planning projects that will produce results meeting customer needs. Work with customer personnel to ensure needs are clearly defined. Work with others to meet customer objectives.

Apply knowledge and ingenuity to implement cutting edge, pioneering solutions in the technical arena, often in unexplored areas of investigation and research.

Qualifications

Bachelor’s degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET) required for Civil, Mechanical and Electrical engineering degrees

Or, Calculus-based STEM bachelor’s degree in engineering

Or Professional Engineer license

Plus at least 5 years’ relevant experience. Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge; graduate research experience may be recognized.

Have design skills needed to support ongoing projects that include cable and conduit installation, field engineering, control system installation during sustained facility operation, testing and commissioning planning and execution, evaluation of existing field conditions against configuration managed design drawings and reconciling discrepancies.

Have a knowledge of requirements traceability, control system component specification and selection (e.g. sub-contractor technical interface and oversight, field engineering support for construction and retrofits, motor controllers and Variable Frequency Drives (VFD), SCADA / DCS / System Integration working knowledge of Programmable Logic Controllers (PLC), Remote Terminal Units (RTU), Web Relays, Internet of Things (IoT) Devices). Familiarity with Ignition software is a plus.

Ability to interpret codes and standards within the discipline.

Prior Department of Energy complex work experience is preferred but not required.

Past project engineering experience is preferred.

Proven ability to work effectively as a team member and leader to ensure task and project success.

Project management experience is preferred.

PMP certification preferred.

The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.

Work at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) may be required in support of these functions.

Work schedule for this position will be 4 / 10’s, Monday – Thursday (subject to change).

Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment / education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 () , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 () , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 () , “Counterintelligence Evaluation Program.”
