Job descriptionBusiness Analyst III - Applications / Software Development | Data Analyst Pay Rate: Competitive based on experience Schedule: Monday - Friday, 8:00 AM to 5:00 PM Location: Austin, TX 78751 Work Model: Hybrid - Onsite and Telework Duration: 07/01/2026 through 08/31/2026 Position Overview We are seeking a highly skilled Business Analyst III / Data Analyst to support enterprise application development, business analysis, and end-user documentation initiatives within a large-scale state agency environment. This role requires a strong blend of business analysis, data analysis, stakeholder collaboration, and technical documentation expertise. The ideal candidate will serve as a liaison between business users and IT teams, helping translate business needs into technical solutions while also developing clear, user-friendly documentation for internal applications. This position works closely with Architecture, Project Delivery, Application Sustainment teams, and Contract Management Support (CMS) staff to support system enhancements, analyze raw data, gather requirements, and create training and reference materials that improve end-user adoption and operational efficiency. Candidates with strong analytical thinking, documentation skills, and experience supporting enterprise software development environments will be especially successful in this role. Key Responsibilities Serve as a liaison between business stakeholders and IT teams including Architecture, Project Delivery, and Application Sustainment Review, analyze, and evaluate business systems and user needs to support strategic technology solutions Gather, document, and validate business, functional, and technical requirements Analyze raw data and business processes to identify improvement opportunities and support project objectives Support business process reengineering and identify new applications of technology to improve efficiency Participate in software development reviews and provide analysis, design, and testing support Assist with unit testing, system testing, and user acceptance testing (UAT) Collaborate with IT developers and analysts to understand application functionality and enhancements Develop and maintain user guides, how-to documents, and application support documentation Create and update screenshots, step-by-step visuals, and reference materials for end users Translate technical functionality into clear, concise, user-friendly language for non-technical audiences Participate in meetings, demos, and walkthroughs to gather information on system changes and updates Support the development and updating of training materials Ensure all documentation remains accurate, current, and aligned with application functionality Required Qualifications Minimum Required Experience 8+ years of experience reviewing, analyzing, and evaluating business systems and user needs 8+ years of experience in core business analysis functions and associated methodologies 8+ years of experience participating in software development reviews and supporting analysis, design, and testing 8+ years of experience performing or supporting unit testing, system testing, and user acceptance testing 8+ years of experience in Software Development Lifecycle (SDLC) methodologies Strong experience as a Data Analyst working with raw data analysis Minimum 5 years of experience serving as a liaison between business teams and IT organizations Strong understanding of enterprise application development and technology workflows Extensive planning and organizational skills with the ability to manage multiple assignments accurately Strong written and verbal communication skills across technical and business teams Preferred Qualifications PMP certification or project management experience is a strong plus Experience creating user-focused technical or instructional documentation Experience developing and maintaining screenshots and visual aids for documentation Strong ability to translate technical concepts into plain language for end users Experience working effectively with both technical staff and business users Strong presentation and stakeholder communication skills Ideal Candidate Background Strong candidates often come from: Senior Business Analyst roles Data Analyst positions Business Systems Analyst roles Application Support Analyst teams Enterprise application modernization projects Government technology environments User documentation and training support roles IT project coordination and stakeholder management functions Large-scale SDLC delivery teams Candidates with experience balancing both technical analysis and end-user enablement will be especially strong fits.
