Additionally, the lifespan compensation range of this position is : $71,021 - $75,000.

The Best Start / Region 5 is a place-based initiative that seeks to transform an entire community by uniting the residents, public and private organizations to change how both residents and organizations think and act with the ultimate goal of improving outcomes for an entire community of vulnerable, low-income children in Los Angeles.

The Best Start / Region 5 team, including the partnership lead / policy analyst, work with the

Approach to the work :

  • Provide a learning system that helps partners align their activities support collective actions;
  • Support a holistic approach to care characterized by empathy
  • Support a learning network with local, county, and state policy support
  • Focus on a linkage system to effectively connect families with appropriate supports;
  • Promote practice change concepts that attend to the human aspects of change including helping organizational partners cope with new demands as they incorporate change and support residents' positive actions
  • Facilitate monthly and population level measurements that provide actionable data to inform partners' efforts and galvanize residents to make changes.
  • Lead all work related to policy change and system change

The Best Start / Region 5 Partnership Lead supports organizations participation network activities, as well as fosters relationship building with other agency partners and community members.

This includes introducing new partners to the network, foster cooperation and collective action and ensures network partners are well oriented, connected and engaged with Best Start / Region 5 overall mission, strategies and approach to the work.

Duties and Responsibilities :

Planning and Development

  • Work with Best Start partners to design the mechanism for organizational partners to integrate with resident leaders
  • Work with network partners to set and implement the priorities and strategies for the Best Start network
  • Spearhead Best Start strategies / projects to expose partners to capacity and leadership development opportunities

Learning System

  • Promote shared learning and collaboration by offering opportunities (virtually and face to face) and creating the space that allows for connections and building relationships and fosters a collective responsibility towards achieving Best Start vision and goals.
  • Support skills and improvement tools to enable partners to grow in capacity and as leaders through the coordination of the network partner events and learning opportunities, and other cohort learning to promote practice change and the professional development of network partners
  • Work directly with the Systems Learning Manager, Data Management Specialist and other Best Start team members to develop a framework and project plan for shared data and evaluation, including maintaining a database of partners within the Best Start catchment area, partner organizations, allies and their involvement,

Partnership Support

  • Identify, engage, and recruit new partners to the network.
  • Establish, develop and maintain cross-sector partnerships / relationships with public, private and community entities that are responsive to community needs
  • Engage community organizations to partner on actions or events that promote collective actions and contributions to the Initiatives vision and goals.
  • Oversee the Policy Leadership Academy
  • Disseminate data and other information to Best Start / Region 5 staff, collaborating agencies, community- based organizations, schools, parent groups, and other stakeholders as it relates to the goals and vision of Best Start / Region 5
  • Review and evaluate legislation and policies that are aligned with the Community Change Agendas for Best Start
  • Maintain a calendar of network partner events and activities.
  • Assist in the execution of the communications strategy that incorporates the sharing of community actions and utilizes social media to further the goals and vision of Best Start / Region 5 .

Policy Support

Design and implement Best Start, Region 5 Policy program, including but not limited to :

  • researching, analyzing, and monitoring public policy issues affecting children and families in the region;
  • formulating Best Start’s policy agenda through coordinated discussion and input from Best Start partners and resident leaders;
  • Build relationships with local leaders and representatives
  • building alliances to promote policy collaborations across issues
  • providing education and technical assistance to policymakers;
  • maintaining strong relationships with Best Start’s diverse network partners through meetings, networking, training, technical assistance, and dissemination of public policy information;
  • facilitating Best Start network partners and resident leaders in participation in public policy work, such as in state and local processes formulating rules, policy and procedures.

  • Ability to work independently as well as ask for support when needed
  • Must be flexible to work late or overtime hours as needed
  • Maintains professional and positive communications with all agency staff and visitors
  • Demonstrates a curiosity and commitment to continued learning about complex adaptive systems, systems level thinking and tools and processes necessary to move the work of the initiative forward.
  • Exercises good judgment in performance of duties and responsibilities
  • Supports existing agency policies, principles and mission.
