Job Posting Open Until Filled Salary Range : $73,242.40 - $91,621.58 Hiring Department : Department of Aviation General Description and Classification Standards Seeking a detail-oriented and proactive Concessions Contract Compliance Officer to oversee the performance and compliance of all concessionaire operations within the airport. This position maintains all aspects of the files, ensure required documents are up to date, record keeping, minute taking and document distribution. Assists with the drafting legislation, amendments agreements etc. Supervision Received Performs work under general supervision of the Airport Concessions Assistant Director and Director Position plans own work and project schedules and sequences. Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. Manages the activities of existing contracts to ensure they are completed on time, efficiently and meet the specific organizational quality measurements desired. Maintains all contracts and associated updates Ensures Bond and Insurance documents are up to date Create and maintain contract abstracts Drives the performance review process Reviews and approves monthly invoices from contractors for work completed. Drafts Request for Proposals (RFP) and Invitations to Bid (ITBs) for all assigned projects. Schedules and attend project team meetings and provide procurement advisory and follow-up information to User Agency personnel. Schedules and facilitate pre-bid / proposal conferences. Coordinates evaluation team meeting. Provides notice of cancellation. Communicates any changes in policy, procurement methods, standards and regulations to Contracting Officers, department managers and administrative staff. Monitor and respond to requests from the concessionaire Decision Making Ensure contracts are followed and any errors or problems corrected. Conducts quality control / quality assurance analysis on RFPs and ITBs that may have been challenged by an unsuccessful bidder. Leadership Provided Formal project management and / or skills development responsibilities. May serve as team leader. Minimum Qualifications - Education and Experience Associates degree in Procurement, Accounting, Business Administration, or related fields (Additional years of experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of five (5) years of professional-related experience in managing contracts in concession or vendor agreements). Three (3) to five (5) years of related experience managing contracts in concession or vendor agreements (government or public sector). Preferred Education & Experience Bachelor’s degree in Procurement, Accounting, Business Administration, or related fields plus Five (5) to eight (8) years of experience managing contracts in concession or vendor agreements (government or public sector) Licensures and Certifications No license or certificate required, however National Institute of Governmental Purchasing (NIGP) courses / certification is helpful. Work Schedule : This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites / facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
