ASSISTANT DEAN OF IT & CHIEF INFORMATION OFFICER

Information Technology

Classification : Level 6 / Class 6440 / Full-Time / Exempt / Non-Represented / On-Site

Anticipated Hiring Salary : $200,000 - $240,000 annually

THE ROLE

Reporting to the Chancellor & Dean, the Assistant Dean of IT & Chief Information Officer serves as the strategic and transformative leader for the College's information technology organization. This role sets the vision, direction and operational excellence of all technology services and drives organizational change to ensure IT systems, processes, and culture effectively support the College's mission. The CIO will have the authority to assess and realign technology infrastructure, business processes, organizational structure, staffing, and culture to optimize performance and innovation across the institution.

As a member of the Chancellor & Dean's leadership team, the Assistant Dean of IT & CIO leads the modernization and continuous improvement of IT operations, manages all IT and educational technology staff, oversees budget development, and drives long- and short-term planning for academic and enterprise technology initiatives. This position ensures the College's technology environment remains efficient, secure, and forward-looking in service to students, faculty and staff.

Areas of responsibility will include, but will not necessarily be limited to, computer technology services and support, academic technology, enterprise applications, information security, and enterprise technology planning.

RESPONSIBILITIES

  • Provide visionary leadership and change management for the IT organization, guiding the transformation of systems, workflows, staffing models, and service culture to meet institutional priorities.
  • Supervise and oversee performance management of staff in the IT department, fostering a culture of accountability, adaptability, security and innovation.
  • Develop and implement information technology policies with direct impact on faculty, students, and College staff, audit information system use for compliance, and ensure timely College reporting.
  • Collaborate with College leadership to define and implement long-term technology strategies aligned with institutional goals; lead campus-wide technology planning and alignment.
  • Partner across departments and with faculty to ensure a cohesive and responsive IT environment that supports academic and administrative excellence.
  • Analyze user support data, annual technology audits, and performance metrics to drive data-informed improvements in service delivery, process efficiency, and customer satisfaction.
  • Advise senior administrators on IT strategy, organizational design, and opportunities for digital transformation.
  • Direct the evaluation and modernization of hardware, software, infrastructure, equipment needs, and service delivery models to identify efficiencies, reduce complexity, and enhance outcomes for the College.
  • Maintain and evolve IT governance processes, ensuring clear accountability, transparent decision-making, and alignment with institutional priorities.
  • Ensure the ongoing improvement and documentation of policies, procedures, and service standards related to information systems hardware and software, programming standards, communications, and other support projects to promote organizational learning and operational consistency.
  • Develop and maintain documentation, including service level agreements, white papers for applications / services, schematics, and user guides.
  • Maintain, audit, and continuously improve information security and risk management for the College's computer systems and networks, including software, hardware, and telecommunications.
  • Establish and evaluate key performance indicators for the College's information technology services, fostering a results-driven, change-ready culture.
  • Advance modernization of network architecture, data center operations, and endpoint management; oversee virtualization technologies (e.g., VMware, Hyper-V).
  • Lead the adoption and integration of cloud platforms (Microsoft Azure, AWS, or Google Cloud) and hybrid infrastructure strategies.
  • Implement monitoring and alerting tools for proactive system performance management.
  • Ensure redundancy, high availability, and business continuity strategies are in place and regularly tested.
  • Incorporate cybersecurity, privacy, and risk management frameworks such as NIST and ISO 27001; manage IAM, MFA, VPN, and firewall security systems.
  • Conduct vulnerability assessments, penetration testing, and incident response planning.

BUDGET AND FINANCIAL MANAGEMENT

  • Lead strategic assessment of existing technologies, contracts and partnerships with campus entities to identify opportunities for process optimization, cost efficiency, and modernization.
  • Set strategic direction for IT capital and operating budgets, aligning investments with institutional goals and technology transformation priorities.
  • Oversee technology aspects of construction and renovation projects, communicating with vendors, clients, management, and technology staff, while ensuring forward-looking design and sustainable infrastructure.
  • Lead vendor contract negotiations and procurement strategies for new hardware and software purchases / leases on behalf of the College ensuring maximizing value, flexibility, and scalability across the College's technology portfolio.
  • In collaboration with the Purchasing Department, manage IT assets, processes and plans; monitor and record software license and / or hardware assets to ensure compliance with vendor contracts and efficient utilization of resources. Provide vision in development of procurement strategies to optimize technology spending across the organization; develop and implement procedures for tracking IT assets.
  • Perform Total Cost of Ownership (TCO) analyses to guide cloud vs. on-premises investment decisions.
  • NETWORK AND HELPDESK OPERATIONS

  • Oversee the modernization and reliability of the College's network, infrastructure, and helpdesk operations, with an emphasis on scalability, security and responsiveness, including on-premises and cloud data centers, and network closets.
  • Collaborate across departments to identify recurring issues, streamline communication, and eliminate systemic inefficiencies.
  • Drive continuous improvement in IT service management, incorporating best practices and feedback mechanisms to enhance user experience and organizational agility.
  • Partner with information security staff to ensure effective security management for the physical networks of the College.
  • Direct the planning and performance of network and system availability in coordination with CENIC, including overseeing network architecture to provide redundant systems in key areas, routine backups, and archival files stored on the network to assist in recovery efforts across a multi-server environment, including IP address schemes, DNS, DHCP, etc. Oversee the maintenance of the campus firewall and server integration and management.
  • Collaborate with the Purchasing Department on the capital assets program, ensuring inventory accuracy and records of physical computing assets including, but not limited to, kiosk computers, faculty, and staff workstations as well as other equipment and components.
  • Oversee the planning, installation, testing and maintenance of the College's endpoint equipment / products; organize and execute ITS end point equipment deployment.
  • Establish and maintain clear service level agreements, maintenance schedules, and priorities to support institutional stability and innovation.
  • Adopt ITIL / IT Service Management (ITSM) frameworks to improve process consistency and accountability.
  • Track key performance indicators (KPIs) for uptime, ticket resolution, and customer satisfaction.
  • SUPERVISORY RESPONSIBILITIES

  • Provide strategic leadership and guidance to all IT and educational technology staff, ensuring the team is equipped and empowered to adapt to organizational and technological change. Carrying out supervisory responsibilities in accordance with the College's policies and applicable laws.
  • Oversee recruitment, development and training of employees to build a high-performing and future-ready IT workforce.
  • Establish performance expectations aligned with innovation, customer service, and continuous improvement.
  • Form and lead technology advisory committees and user groups to align IT initiatives with evolving institutional needs.
  • Foster a culture of transparency, collaboration, and shared ownership within the IT organization.
  • Encourage professional development and certifications in CISSP, PMP, and ITIL to strengthen technical and leadership capability.
  • Develop and manage individualized training plans for all assigned department personnel.
  • REQUIREMENTS

    EDUCATION AND EXPERIENCE

  • Bachelor's degree in Computer Science, Information Technology, Interactive Multimedia or a related field from a regionally or nationally accredited institution recognized by the U.S. Department of Education or the Council for Higher Education. Master's degree is also a plus. An equivalent combination of education and experience may be considered.
  • Minimum 7 years of progressive supervisory and management experience in IT, including responsibility for organizational assessment and change.
  • Demonstrated technology leadership experience in planning, managing and operating computer networks, knowledge of VLANs and Active Directory experience.
  • Proven experience modernizing IT environments, driving process improvements, and leading cross-functional initiatives
  • Demonstrated experience managing enterprise systems (ERP, CRM, LMS, HR / Finance), cloud administration, and network security. Knowledge of systems management (Windows and Linux), federated authentication (ADFS, Shibboleth), VOIP, network and firewall administration.
  • Higher education technology leadership experience preferred; experience within a law school is strongly preferred.
  • KNOWLEDGE, SKILLS & ABILITIES

  • Demonstrated success leading organizational change within complex IT environments, preferably within academia.
  • Strong strategic planning and systems-thinking abilities, with a focus on transformation and continuous improvement.
  • Deep technical expertise in infrastructure, cloud computing (AWS, Azure, or GCP), enterprise applications, and cybersecurity frameworks (NIST, ISO 27001).
  • Experience in application development and management, including web and mobile platforms. Familiarity with data management systems and analytics tools. Proven project and change management experience, including stakeholder alignment and communication
  • Excellent problem-solving, analytical, and interpersonal skills.
  • Ability to foster collaboration, trust, and accountability with College faculty, staff, administration, and governing boards.
  • Strong financial acumen and experience with technology budgeting and procurement.
