Job Description

OVERALL OBJECTIVE : Directs and supervises field staff to achieve quality construction in accordance with the plans and specifications.

JOB COMPLEXITY / SCOPE : May be responsible for a small- to medium-sized construction projects requiring multiple disciplines. Work responsibilities encompass all areas of office engineering, field engineering, inspection, project controls, and contract administration.

SUPERVISION : Independently performs most conventional technical functions. May provide technical direction to a small group of professionals and / or support personnel. Directs and supervises field staff.

FLSA STATUS : Exempt

Job Duties

Quality Management

Ensures project conforms to plans, specifications, and applicable standards.
Performs field inspections during construction process to ensure design intent and specifications are being met. Develops and manages completion of corrective action items.
Directs and oversees the work of field staff.
Assist the Resident Engineer (RE) in project management responsibilities. Will act as RE in REs absence and may serve as RE on smaller projects.

Cost & Schedule Management

Review design and bidding documents.

Responsible for the initiation and preparation of change orders.

Review contractors payment applications, change orders, and equipment-vendor payment requests, making recommendations to RE.

Responsible for the review and approval of invoices and payment applications which may include final payment.

Oversee construction progress and review contractor schedules.

Contract Administration

Prepare and maintain proper documentation of all project-related activities.

Assist with project close-out both internally and externally.

Assist RE in preparing weekly meeting minutes as needed.

Qualifications And Requirements

Bachelors degree in Civil Engineering

Engineer in Training (EIT) Certificate

Typically requires 5+ years related experience

Ability to use a computer, the Internet, and word processing, spreadsheet, and email software

Physical And Mental Requirements

Job duties in an office setting require the following :

Ordinary ambulatory skills sufficient to move throughout the office;

The ability to exert up to 10 pounds of force occasionally and / or a negligible amount of force constantly to move objects;

Good hand-eye coordination; the ability to reach with hands and arms; and arm, hand, and finger dexterity, including the ability to grasp;

Close visual acuity to use a keyboard, operate office equipment, prepare and review data and figures, and view a computer monitor;

The ability to talk and hear;

The ability to work in an upper level of a high-rise office building (Cotter Chicago office and some client offices);

The ability to handle temperature changes consistent with inside environmental conditions; and

Mental abilities including remembering, reasoning, concentrating to remain on task, reading, problem solving, managing concurrent tasks, and the ability to understand and follow directions.

Field Duties Require The Following

Normal color vision;

The ability to ascend and descend ladders, stairs, scaffolding, ramps, etc., using feet and legs and / or hands and arms;

The ability to move across uneven surfaces and the ability to maintain body equilibrium to prevent falling on uneven or slippery surfaces;

The ability to stoop, kneel, or crouch;

The ability to stand for sustained periods of time;

The ability to work in confined spaces and narrow passageways;

The ability to work in high places; and

The ability to handle outside environmental conditions including extreme heat, extreme cold, loud noise levels, fumes, odors, dusts, gases, and oils.
