Minimum Requirements :
Minimum of 5-10 years of experience in project controls or project management within infrastructure, construction, or transportation sectorsProven experience managing project controls teams, including administrators and specialistsStrong background in cost control, scheduling, and forecastingProficiency in project management and controls software (e.g., Monday.com, Primavera P6, MS Project, Excel, PowerBI)Experience in stakeholder engagement and cross-functional collaborationFamiliarity with federal, state, or local regulations affecting infrastructure or transportation projects preferredExposure to contract management and procurement processesExperience supporting claims and dispute resolution through data and schedule analysisStrong leadership and team management capabilitiesExcellent communication skills across all levels of the organization and with external partnersStrategic thinking and decision-making abilitiesHigh attention to detail and analytical skillsAbility to work independently and collaborativelyFamiliarity with accounting principles and financial reportingCommitment to continuous improvement and process optimizationAdvanced data analytics skillsNegotiation and influence skills for managing scope, budget, and stakeholder expectationsCrisis and contingency planning capabilitiesTeam Leadership & Oversight :
Demonstrates understanding and adheres to the KCS principles of Employee Engagement, Operational Excellence, Safety & Security, and Economic PerformanceManage and mentor Project Administrators and Project Controls SpecialistsAllocate resources effectively across projects and ensure team developmentFoster a collaborative and accountable team cultureDevelop training programs for junior staff and cross-functional teams on project controls tools and methodologiesProject Controls Management :
Develop and maintain integrated project schedules and cost control systemsMonitor program and portfolio performance and provide variance analysis and forecastingPrepare and present internal and client-facing reports on project status, risks, and financialsSupport invoice review and approval processesLead risk identification and mitigation planningParticipate in project meetings and represent the controls function as neededOversee change management processes, including scope changes, documentation, and approval of change ordersSupport financial / deduction resolution through forensic analysis and documentationContract & Procurement Interface :
Collaborate with procurement and contract teams to align project controls with contractual obligationsMonitor contractor performance against contract termsPMO & Process Improvement :
Contribute to the development and standardization of project controls practices within the PMOSupport implementation of tools and methodologies to enhance project deliveryCollaborate on continuous improvement initiatives across the departmentEnsure compliance with internal standards and external requirementsPortfolio-Level Reporting & Strategic Impact :
Aggregate data across multiple projects for executive-level dashboards and strategic decision-makingUtilize advanced computer skills and data analytics tools to support project planning, scheduling, cost control, and performance tracking.Identify trends and systemic risks across the portfolioEstablish and track key performance indicators (KPIs) for project controls effectivenessBenchmark performance against industry standardsQuality Assurance :
Ensure accuracy and consistency in all project controls deliverablesPromote best practices and innovation in project controlsSupport audit and quality review processesAdditional Statements :
