In this position, you will assist in the development of the agency's biennial budget and in the management of the agency's financial reports. The successful candidate will be responsible for managing a segment of the Department's budget development, execution, financial reporting, and performance monitoring to the management.

This is a full time, permanent position and is represented by the American Federation of State, County, and Municipal Employees.

  • Earn the initial monthly salary range for this position starting at $5,320 - $8,141 for employees new to DSL; current PERS participating members start at $5,690 -$8,707. Starting pay is determined by a pay equity analysis.

Working Conditions :

Your work as our Fiscal Analyst will be in a standard indoor office environment. This includes regular computer use and at times, working in a fast-paced environment with multiple demands. This position requires the ability to work on multiple tasks, sometimes under pressure of high priority deadlines. The successful candidate will have occasional, required overnight travel and driving. DSL provides agency-maintained vehicles and reimbursement for travel expenses for authorized, on-the-job travel. Sometimes, especially during budget development season and Legislative session, heavy workload will require irregular work hours.

What you will be doing :

  • Prepare and maintain complex financial spreadsheets and records for budget reporting of the divisions' financial data in Excel.
  • Gather, research, and analyze financial information; reach valid conclusions, and make sound recommendations for ensuring accuracy of budget-related outcomes.
  • Coordinate with accounting and accounts payable to identify and reconcile discrepancies in financial data.
  • Manage the agency's budget with an emphasis on program expectations and planned expenditures.
  • Analyze revenue and expenditure projections to ensure compliance with statewide budget instructions and legislative intent.
  • Assist the Fiscal Analyst and Chief Financial Officer in gathering and analyzing budget information for reasonableness, accuracy, and compliance with the Department of Administrative Services (DAS) and agency guidelines and rules.
  • Assist in preparation of the agency's budget requests, Emergency Board requests, and permanent finance packages.
  • Collaborate with cross-functional work team members to resolve problems and take corrective action.
  • Perform management studies and special projects and analyses as requested by the agency's various divisions.

    Minimum Qualifications :

    To be considered for this position, please ensure you have one of the following combinations of education and / or experience :

  • Five (5) years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.
  • Five (5) years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
  • Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
  • A bachelor's degree in business, public or non-profit management, finance, accounting, public policy, political science, public administration, economics or other related analytical or technical degree may substitute for three (3) years of the required experience.
  • A graduate-level degree in any of the above areas may substitute for four (4) of the five (5) years.
  • Desired Attributes :

  • Experience and knowledge in the principles and practices of fund budgeting and finance including the analysis and reporting of fiscal data
  • Advanced to expert skill level in using Microsoft Excel
  • Experience conducting financial audits, queries, and analyses to monitor program budgets and accounts
  • Ability to prioritize multiple tasks, track deadlines, and manage time effectively in a fast-paced environment
  • Familiarity with agency systems such as LAS, Laserfiche, Microsoft Office, the Statewide Financial Management System, and other digital tools for financial data entry, organization, and communication
  • Experience providing financial consultation, training, and guidance to managers and colleagues.
  • Friendly, professional, and quick to respond when helping coworkers, partners, or members of the public
  • Clear, courteous, and professional in both written and verbal communication, with the ability to follow directions and ask clarifying questions
  • Strong accuracy and follow-through when entering data, managing files, or preparing materials and reports
