The position will be required to go into the office once a week (to Nashville) and there will be some occasional travel.

TDMHSAS is Tennessee's state mental health and substance abuse authority which operates four Regional Mental Health Institutes and provides for an assortment of community-based services including prevention, early intervention, treatment, crisis intervention, and recovery support. TDMHSAS provides and supports services to upwards of 750,000 Tennesseans a year and operates with an annual budget of approximately $640 million.

Job Overview :

The Problem Gambling Program Manager will provide project oversight for the programs associated with the Sports Wagering Tax. This includes the Problem Gambling Outreach, Education, and Referrals Program (PGOERP) and other associated programs funded through the tax. The position will be responsible for contract and budget management; monitoring and evaluation of programs; working with community providers and stakeholders. Problem Gambling Legislation In 2019, Public Chapter 507 was established for the Tennessee Sports Gaming Act, which includes a stipulation that 5% of the privilege tax collected will be given to the Tennessee Department of Mental Health and Substance Abuse Services to fund prevention and treatment efforts related to problem gambling and gambling disorders; and to address juvenile addiction and mental health disorders. Problem Gambling Program The Problem Gambling Prevention and Treatment Services Program is a multi-purpose program designed to increase knowledge about problem and / or pathological gambling for those persons at risk, their families, and the general community; to identify and assess those with problem and / or pathological gambling conditions and provide outpatient treatment services if needed; and to continually assess regional needs and coordinate outreach activities for potential service recipients. Services are provided in person or through tele-health.

Key Responsibilities :

  • Specific Duties include, but are not limited to : Drafting, reviewing, and negotiating contracts; tracking key milestones and deadlines; managing contract renewals and amendments; identifying and mitigating risks; and continuously monitoring performance to ensure compliance with contract terms and optimal execution.
  • Developing, monitoring, and controlling budgets for projects under Problem Gambling, ensuring expenses stay within allocated limits, analyzing variances, and preparing reports to provide insights on financial performance, while recommending corrective actions as needed.
  • Maintaining data tracking and completing reports as needed or requested. Including the creation of an annual reports that will be submitted to the TN General Assembly and posted on the department webpage.
  • Analyze program data and emerging trends to inform strategic decision-making, guide continuous improvement efforts, and drive the development of innovative program components that address unmet needs and enhance service delivery.
  • Establishing interagency collaboration and partnerships with both internal stakeholders such as, but not limited to, the TDMHSAS Office of Communications, as well external stakeholders such as TDMHSAS problem gambling grantees, and the Tennessee Sports Wagering Council, to provide a more robust resource network, level of care across the state, and increase awareness on problem gambling.
  • Creating and enhancing collaborative partnerships with external partners related to the program. Representing TDMHSAS in matters related to behavioral health services including problem gambling.
  • The Problem Gambling Program Manager will be the conduit by which the work and efficacy of the initiative are made known.
  • The Problem Gambling Program Manager will help provide an ever-increasing level of education and understanding concerning behavioral health challenges specifically related to problem gambling and gambling addiction across the state of Tennessee.
  • The Problem Gambling Program Manager position will report directly to the Director of the Office of Strategic Initiatives.
  • Minimum Qualifications :

  • Bachelors degree in a human services or related field. 1+ years of proven experience partnering with various communities and recovery resources. Strong, clear, and concise oral and written communication skills.
  • Proficient in Excel, Word, and PowerPoint. Strong organizational skills, including the ability to prioritize, multi-task, and manage workload to meet specific timeframes and deadlines.
  • Strong work ethic, professionalism, and the ability to lead a diverse team at various points in their recovery journey.
  • Innovative thinking and problem-solving skills and ability to adapt to changing priorities.
  • Fluent in behavioral health system of care operations while utilizing diverse resources to best meet the needs of community / individual.
  • PREFERRED QUALIFICATIONS Masters degree in a human services or related field. Proficient in data collection, analysis, and reporting.
