JOB PURPOSE

The Finance Manager provides leadership, oversight, and accountability for the fiscal operations of the Disaster Case Management (DCM) program serving survivors of FEMA-designated disasters. This position ensures compliance with FEMA financial guidelines, government funding requirements, and 2 CFR 200 (OMB Uniform Guidance), while providing accurate reporting and efficient use of program resources. The Finance Manager develops financial models, reconciles data, prepares billing, and provides recommendations that maximize program impact while ensuring all fiscal activities meet federal audit and compliance standards.

This position will be a hybrid work location, with time split working from our office in San Antonio and working from home.

Qualifications

ESSENTIAL JOB RESPONSIBILITIES & KPIs

Financial Oversight & Reporting :

• Oversee, monitor, and evaluate all DCM program expenditures.
• Conduct ongoing cost analysis and provide recommendations to Program Leadership and CFO / COO for resource optimization.
• Prepare regular financial outcome reports and ad-hoc analyses. KPI :
• Submit 100% of monthly financial reports by deadlines.
• Maintain 98%+ accuracy rate in reconciliations.
• Ensure zero unallowable costs charged to FEMA grants.

LICENSES : Valid Driver's License with clear record required.

VEHICLE : Must have daily use of a vehicle without prior notice. Up to 10% travel within a multi-county region.

OTHER : Must pass criminal background checks; must be available to work nights, weekends, and holidays as required.
