Note : The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and / or the City’s step placement policy.

Full-time City employees will receive preference in the following order : major division first, then department, then all other full-time City employees.

Part-time / year-round City employees will receive preference next. If there are no qualified full-time City employees or part-time / year-round City employees, external applicants will then be considered.

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.

S., 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

JOB SUMMARY

This posting will be used to fill a current vacancy in the Inspection Services Section of the Development Center in the Development Services Department within the City of Oklahoma City and is under the direction of an immediate supervisor.

However, an eligibility list will be established or supplemented for filling future vacancies in the department, per provisions of the AFSCME collective bargaining agreement.

The Building Inspector I is a training position in which knowledge and application of Building Codes to inspections made are acquired.

Prior to assuming the position, employees in this classification must have obtained specialized knowledge, skills and abilities related to building construction.

Essential job functions include : traveling to various construction sites to conduct inspections for commercial and residential structures, swimming pool installations, house relocations ensuring builders, property owners, and contractors are in compliance with applicable codes and ordinances.

Inspections are carried out independently with unusual problems and code interpretations referred to the Building Inspector II and / or Chief Building Inspector.

The employee must exhibit tact and diplomacy in communicating with citizens, contractors and departmental personnel concerning relevant aspects of work performed.

Work products are periodically reviewed at the discretion of the Building Inspector II and / or Chief Building Inspector.

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference.

To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

JOB REQUIREMENTS

  • Knowledge of the current adopted Oklahoma City Building Codes.
  • Knowledge of construction materials, methods, and techniques.
  • Knowledge of and skill in following safety procedures.
  • Skill in reading and interpreting blueprints, plans, and drawings.
  • Skill in assessing the overall condition of different construction types.
  • Skill in using standard office equipment.
  • Skill in recording information accurately.
  • Skill in communicating verbally and in writing using tact and diplomacy.
  • Ability to interpret, explain, and apply knowledge of building codes to work performed.
  • Ability to make visual inspections to determine compliance with building codes.
  • Ability to work independently in the performance of assigned tasks.
  • Ability and willingness to make objective decisions.
  • Minimum of five years’ experience in general building construction or as a Building Inspector.
  • Possession of a current State Building Inspector License.*
  • Possession of a valid driver license (Operator).
  • NOTE : Licenses must be issued by the State of Oklahoma or a state having reciprocity with the State of Oklahoma. If an individual is selected who does not possess a current State Building Inspector License, that individual will be classified as a Building Inspector Provisional and be compensated at the Building Inspector Provisional salary range until such time as required licensure is obtained.

Continued employment is contingent upon obtaining a current State Building Inspector License within one (1) year from the date of hire / promotion / transfer / demotion.

NOTE : City Ordinance (Chapter 12 Building Code, Section 12-54) requires that the employee shall have at least five years’ experience in general building construction, in a municipality of 20,000 or larger population or have at least five years’ experience as a building inspector in a municipality of 20,000 or larger population and shall possess a current State of Building Inspector License.

The Building Inspector I shall not be interested directly or indirectly in any way with any construction related business engaged in the construction business within the City.

The Building Inspector I shall not perform any construction work within the City.

State Law and / or City Ordinance require that the employee possess or obtain a permanent State Building Inspector License within one year.

If an individual is selected who does not possess a permanent State Building Inspector License, that individual will be classified as a Building Inspector, Provisional and be compensated at the Building Inspector, Provisional salary range until such time as the license is obtained.

Continued employment is contingent upon obtaining a State Building Inspector License within one year from the date of hire.

WORKING CONDITIONS

  • Inside and outside; frequently exposed to heat, cold, humidity, rain, etc.
  • Possibility of falls from working on and around slippery surfaces such as construction sites after it has rained, snowed, etc.
  • Will work from roofs, floors with no surrounding walls, etc., 12 feet or more above ground level.
  • Will be working near moving machinery, power tools, and vehicles in motion.
  • Exposed to steady and fairly loud noises from machinery and equipment used at construction sites.
  • Exposed to large amounts of dust when performing inspections at construction sites.
  • May be required to work irregular hours, including weekends and holidays, and is on 24-hour call.
  • Local travel on a daily basis to conduct inspections.

Note : Typical City employee working hours are 8 : 00 a.m. to 5 : 00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8 : 00 a.

m. and / or end beyond 5 : 00 p.m., and / or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit / department.

PHYSICAL REQUIREMENTS

  • Strength enough to climb multiple flights of stairs.
  • Flexibility and balance enough to conduct inspections while standing on ladder.
  • Extend, flexibility, and mobility enough to bend, twist, and crawl around structures to complete inspection duties.
  • Mobility enough to continuously move one's body from place to place.
  • Near vision enough to read items such as blueprints, code books, manufacturer’s manuals, equipment labels, etc.
  • Far vision enough to drive a vehicle on the street and highway.
  • Near and far vision enough to perform inspections.
  • Speech and hearing enough to communicate clearly and distinctly in person, by telephone, and in a noisy environment.

Pay Method : City employees are required to receive pay electronically, either via direct deposit or pay card.

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check.

Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
