Title Program Manager
This is a senior level job. Under the general supervision of an Assistant State Engineer and Engineering Manager, incumbents are responsible for administering the statewide water rights title and ownership program. Using a broad base of water rights related experience and specialized technical expertise related to the title functions of the division acquired through a combination of education and extensive on-the job training, incumbents perform program operation tasks and / or train and coordinate the work of other employees who are assigned program related tasks. In addition to administering their assigned program, incumbents serve as the chief advisor to the State Engineer and / or the Assistant State engineer in matters related to the program they are responsible for. They assist in the development and implementation of title program policies, processes, and business practices, may lead other employees and may coordinate their assigned program with federal, state, county, and private organizations. While most tasks are performed in an office, some work may be conducted in the field or at outside regional offices and conferences. This position supports the management of one of the state's key resources and oversees the title and ownership program. The selected candidate will help improve and modernize program processes.
