Construction Worker

This position is open until filled. Candidates should submit their materials as soon as possible to ensure consideration. SALARY RANGE :

Construction Worker I : $28.75 $38.53 per hour

Construction Worker II : $33.28 - $44.60 per hour

DEFINITION : Under general supervision, performs both routine and skilled heavy, physical work in the construction, maintenance, repair, and operation of water distribution systems, sewer collection systems, reclaimed water systems, and related structures and appurtenances; operates a variety of hand and power tools; performs related duties as required.

CLASS CHARACTERISTICS :

Construction Worker I is the entry level class in this series. Initially under close supervision, incumbents learn and perform a variety of duties in the construction and repair of water distribution systems, sewer collection systems, reclaimed water systems, and related structures and appurtenances.

Construction Worker II is the journey level class in this series with incumbents performing the full range of construction, maintenance, and operation duties; may guide less experienced staff at job sites in the absence of supervisor or lead worker. This position is distinguished from the Senior Construction Worker, which performs more heavy equipment operations and serves as crew lead.

SUPERVISION EXERCISED AND RECEIVED : Construction Workers are directly supervised by the Construction Supervisor. They do not supervise any staff but journey-level Construction Workers may train entry-level employees.

ESSENTIAL FUNCTIONS :

Essential functions include, but are not limited to, the following :

  • Installs, maintains, and repairs water distribution systems, sewer collection systems, and reclaimed water systems including pipelines, taps, laterals, valves, meter services, fire hydrants, and related appurtenances and structures;
  • Exercises valves and performs system shutdowns; performs construction and maintenance work on District buildings and facilities as assigned;
  • Excavates, shores, and backfills trenches; cuts, patches, repairs, and resurfaces streets; cleans up work sites; installs, raises, and lowers valve cans to grade;
  • Observes safe work methods and safety practices related to the work; cones and flags work sites to secure from traffic; uses appropriate safety equipment;
  • Researches materials and parts; creates work orders utilizing CMMS; inputs and maintains accurate records and logs, using appropriate computer software;
  • Inspects vehicles and performs minor maintenance; reports the need for major repairs and service; fuels and lubricates vehicles and related equipment; operates assigned vehicles skillfully and safely; observes safe driving practices; operates and maintains a wide variety of hand and power tools and equipment related to work assignments;
  • Reads and interprets maps, schematics, plans, blueprints, and specifications; records basic information related to work performed; collects and enters data into computer system;
  • May train and direct the work of others; may act in a lead capacity on specific jobs; responds to emergency situations during off-hours as required;
  • Stands duty on a rotational basis and may work outside of regular work hours as necessary, including weekends and holidays; required to respond within 30-minute time frame to District boundaries when on duty status;
  • Operates copiers and a variety of office equipment;
  • Performs duties in a professional manner and works well with others or in a team setting;
  • Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public;
  • Regular attendance and adherence to prescribed work schedule to conduct job responsibilities;
  • Observes safe work practices and safety methods; performs other duties as assigned.

QUALIFICATIONS GUIDELINES :

Ideal Candidate Traits :

  • Prior experience in underground or water utility construction;
  • Mechanical aptitude, computer skills;
  • Prefers working outdoors;
  • Strong work ethic, who wants to do a great job for the public.
  • Knowledge, Skills, and Abilities :

  • Knowledge of : techniques, materials, tools, and equipment used in the construction, repair, and maintenance of water distribution systems, sewer collection systems, reclaimed water systems, and related facilities and equipment;
  • The operation and maintenance of wide variety of hand and power tools and equipment common to the field;
  • Safe work methods and safety regulations pertaining to the work;
  • Basic computerized record keeping applications;
  • Shop mathematics;
  • Codes, laws, and regulations applicable to the work.
  • Ability to :

  • Perform a variety of construction, repair, and maintenance tasks;
  • Work under routine and emergency conditions, sometimes in severe weather; be available for standby duty with a 30 minute response time;
  • Work efficiently and safely with others;
  • Understand and follow instructions and directions;
  • Perform a wide variety of physically strenuous tasks;
  • Enter data into computer system; maintain accurate records;
  • Safely operate some heavy construction and repair equipment;
  • Operate and properly repair valves, fittings, and hydrants;
  • Read, interpret, and understand blueprints and construction drawings;
  • Maintain and repair equipment and tools; operate and maintain a variety of hand and power tools and equipment;
  • Properly place cones, barricades, and warning devices and direct traffic flow at job sites;
  • Exercise independent judgment and initiative without close supervision.
  • Education & Experience :

    Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain these knowledge and abilities would be : high school graduation or equivalent, and;

  • Water or wastewater technology education desirable;
  • Construction Worker I : one year of work experience as a laborer in construction related work.
  • Construction Worker II : two years of experience in the construction and maintenance of water distribution systems at a level equivalent to the District's Construction Worker I class.
  • Licenses, Certificates, and Special Requirements :

  • Construction Worker I : possession of a California Class B license with Tanker Endorsement within 6 months of date of hire; a State Water Resource Control Board (SWRCB) Water Distribution Grade 1 (D1) highly preferred;
  • Construction Worker II : possession of a California SWRCB Water Distribution Grade 2 (D2); possession of a Class A California driver's license with Tanker Endorsement.

The employee is occasionally required to sit, climb, balance, or smell. Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus. Environment : Employee regularly : works outdoors, exposed to sun, temperatures above 80 degrees, and other weather conditions; drives Class A & B vehicles; exposed to unusually loud sounds and hazardous materials. Employee frequently : required to work at night; work with equipment producing pronounced vibrations; exposed to common allergy-causing agents; required to get body and / or clothes wet. Some work done at a height of more than 12 feet above ground. Intermittent work in confined or cramped positions. May work in areas of high humidity.
