Your Specific Responsibilities :

The incumbent in this position manages the Financial Compliance Section within the Financial & Information Management section of Bureau of Child Care Food Programs. This is a highly responsible position that requires the incumbent to work independently with little supervision. The incumbent in this position will be required to complete a certification twice a year stating that all time worked has been for the Child Care Food Program. This position reports directly to the Operations & Mgmt Consultant Mgr - Ses. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This may include additional USDA / FNS correspondence, backup personnel liaison duties for the program, ensuring daily phone coverage for the program, and overseeing the administration of all agreements

Supervise and lead the Financial Compliance section. Duties include but are not limited to maintenance of forms and spreadsheets, development of processes and procedures. Assisting staff to evaluate, approve, and / or deny budgets and / or budget line items and management plans for sponsoring organizations. Coordinate, assign staff, and conduct on-site reviews and / or desk audits to determine if costs charged to the program are allowable, reasonable, necessary, and comply with regulations and policies.

Coordinate, assign staff, and conduct reviews of bank account activity for current and prospective sponsoring organizations to ensure fiscal integrity. Assists contractors and staff in determining if specific costs can be charged to the program.

Coordinate the review of financial records for prospective contractors' application for participation

Coordinates the application of criteria and standards and the implementation of procedures for how contractors can spend the CCFP they receive.

Supervises the work of the section and provides leadership, direction, and support. Plans and organizes the work of staff to ensure assignments are completed on time. Reviews and reports on work performed, conducts performance appraisals, and performs other general supervisory duties. Coordinates the hiring of professional and support staff for the section.

Provides technical assistance, consultation, training and guidance to contractors, section staff, and other program and department staff through formal training sessions, on-site visits, correspondence, or via the telephone. Serves as liaison to other sections in the Bureau, other program offices, other administrative units of the Department and other agencies.

Assists in the preparation of program and financial reports including the bureaus budget and spending plan as required by the department and USDA.

Assists in the procedures for close-out of sponsor programs and sites, including termination of programs for cause.

Performs other related duties as assigned.

Required Knowledge, Skills, and Abilities :

The incumbent should also have knowledge of federal and state Child and Adult Care Food Program regulations, rules, requirements, and procedures; child nutrition; methods of compiling and analyzing data; and correct grammar usage. Ability to : interpret federal and state regulations and procedures; analyze processes, identify problems and potential solutions, implement corrective actions and evaluate the results; present negative findings in an effective manner; organize data into logical format for presentations in reports, documents and other written materials; plan, organize, prioritize, coordinate and complete work assignments; communicate effectively, both verbally and in writing; establish and maintain effective working relationships with others; and work independently without close and constant supervision. Skill in use of personal computers and standard software packages.

Qualifications :

Preferred : Two years of Supervisor experience or two years of experience with supervisor like duties. Two years of experience in finance, accounting, systems analysis, management analysis, program planning, program research, or program evaluation.

Emergency Duty - Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or to perform other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

This position is in compliance with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.

Purchasing Card - Assigned Purchasing Card responsibilities. Property Custodian / Delegate - Assigned responsibility for control or department assets. The incumbent in this position is considered to have regulatory responsibilities in that s / he shall determine a regulated entity's compliance with federal, state, or local statutes or regulation; or determine or recommend whether the agency should issue, revoke, cancel or suspend an entity's participation in a government program; or approve or recommend administrative transactions between the agency and a regulated entity. Therefore, the incumbent is subject to the requirements of Chapter 112, F.S., Chapter 60L-36, F.A.C. and DOH Policy 30-2-07 with which s / he is required to be thoroughly familiar. Incumbent may have access to records containing social security numbers in the performance of job duties.
