Change Management Program Manager

The Division VTA's General Manager / CEO reports directly to VTA's Board of Directors. The Office of the General Manager / CEO is responsible for overall administration of VTA, oversees VTA's construction, planning, financial, and capital program efforts and strategies. The Office of the General Manager / CEO is VTA's Purchasing Agent, executes and implements Real Estate transactions, as authorized by VTA's Board of Directors, as well as executes grant agreements in accordance with VTA's Administrative Code or as authorized by VTA's Board of Directors. The Office of the General Manager / Chief Executive Officer is responsible for executive oversight of the Office of the Board Secretary, which provides VTA Board and Committee support including preparation of meeting agendas and minutes, distributing and responding to Board correspondence, developing and maintaining relationships with Board and committee members and VTA constituencies, and providing support services to the Board of Directors.
Under direction, the Change Management Program Manager plans, directs, manages, and administers VTA's Office of Change Management (OCM) programs, with a primary focus on leading and supporting agency-wide business and operational transformations.
Change Management Program Manager is a single position classification that provides leadership, expertise, and dedicated resources to facilitate and support agency-wide change initiatives. This position works with a high degree of independence and is expected to carry out the necessary day-to-day activities without significant direction, except in new or unusual circumstances. The incumbent serves as a subject matter expert on change management principles and methodologies, providing guidance and support to departments and teams undergoing technology, process, and structural transformations. This role is critical in ensuring the successful implementation of organizational changes, fostering a positive work environment, and mitigating potential disruptions associated with transitions.
The ideal candidate for the Change Management Program Manager role is a proven leader, with documented experience managing enterprise-wide business process and operational transformations. This person has curiosity, drive, and is confident working with diverse groups of employees and other stakeholders at VTA. Attention to detail is very important in this role, especially when managing internal relationships, key performance indicators, and project documents for external audiences. A knowledge of change management strategies and methodologies is preferred, plus demonstrated professional experience with change management and organizational change programs. Strong candidates will have strong presentation and interpersonal skills, as well as experience facilitating meetings and creating collaborative meeting environments. Employment Standards Training, education, and experience that demonstrate possession of the required knowledge, skills, and abilities.
Development of the required knowledge, skills, and abilities is typically obtained through a combination of training, education, and experience equivalent to graduation from an accredited college or university with a four-year degree in business administration, public administration, organizational development, or a related field; and four years of progressively responsible experience in change management, organizational development, or a related discipline, with at least two years leading and managing organizational change initiatives.
Experience in a public sector environment is highly desirable.
Knowledge of Principles and practices of supervision, management, conflict resolution, and employee training and development; Principles and practices of administration, management analysis, organization, budget, and communication; Principles, methodologies, and best practices of organizational change management, including change leadership, communication strategies, impact assessment, risk mitigation, and measurement of change effectiveness; Theories and practices of organizational development, including team dynamics, group facilitation, conflict resolution, and organizational culture; Principles and methodologies of project management, including planning, execution, monitoring, and closure; Methods and techniques of administrative research; analytical principles and techniques; Report writing and presentation; Theories and practices of applied statistics; Collaborative problem solving; Operation of common office equipment including personal computers and commonly used software; Principles, methodologies, and best practices of organizational change management, including formal frameworks such as ADKAR or Prosci; Strategies for leading change in large-scale technology implementations (e.g., ERP systems, software upgrades); Metrics and data analytics for measuring the effectiveness and success of change initiatives; Techniques required for gathering, evaluating, and transmitting information.
Ability to Supervise, train, motivate, evaluate, and discipline employees; Organize, implement, and direct business OCM programs for a public agency; Reason logically and creatively and utilize a variety of analytical techniques to resolve complex and specialized problems within assigned program areas; Exercise sound independent judgment; Persuade, justify, and project consequences of decisions and / or recommendations; Consult with and advise management on a wide variety of OCM program and contract compliance
