Sr. Manager, HRIS, Benefits and Compensation
The Senior Manager is responsible for managing payroll, benefits, HRIS, and compensation programs. This leader ensures that HR systems, compensation policies, and benefits practices are compliant, equitable, and aligned with industry best practices. They will drive continuous improvement, maintain data integrity and transparency, and serve as a trusted advisor to staff at various levels of the organization.
Key Responsibilities
- Payroll Management :
- Manage and oversee full-cycle payroll processing for U.S. staff as well as ensure coordination with PEO payroll provider(s).
- Ensure compliance with U.S. federal, state, and local payroll laws (taxes, deductions, overtime, benefits withholdings, garnishments), and coordinate / advise on compliance for field staff under varying jurisdictions.
- Handle payroll reconciliations, audits, corrections, and payroll system configurations.
- Support employee inquiries, issue resolution, and communication related to pay, deductions, and payroll calendars.
- Benefits Administration :
- Design, select and administer employee benefits programs including health, dental, vision, retirement, life / disability insurance, leave, and wellness initiatives.
- Evaluate the effectiveness of current benefits programs and recommend changes to improve employee satisfaction and cost-effectiveness.
- Manage the annual open enrollment process and benefit changes (onboarding, life events, offboarding), which includes effectively communicating benefits plans to employees, leading training sessions, vendor coordination, reviewing and finalizing enrollments and the accurate transmission of data to third parties.
- Partner with brokers, vendors, and third-party administrators to manage benefits contracts and renewals, and lead benefit vendor selection, negotiation, renewals, and cost management.
- Communicate with employees regarding their needs for leave and / or modified work schedules. Ensure that employees are aware of their responsibilities and of any documentation and notice required to qualify for and to take leave.
- Support the FMLA leave administration process in conjunction with leave management vendor, including communication with employees on leave to facilitate smooth and timely return to work.
- Advise managers and employees on the interaction of leave laws with paid time off, workers compensation, and short-term and long-term disability benefits.
- Ensure compliance with federal and state regulations and reporting requirements, including ERISA, ACA, HIPAA, COBRA, and FMLA.
- Consult with employees and managers on benefits-related matters and serve as the primary point of contact for benefits-related inquiries.
- Maintain benefits data and work with the Chief People Officer and benefits broker to ensure that BEF's programs are competitive and serve to attract and retain employees.
- HR Systems and Data Analytics :
- Serve as the HRIS lead working with systems vendor(s) : maintain configurations, manage integrations (payroll, benefits, finance, timekeeping), ensure data security and access controls.
- Maintain accurate, up-to-date employee including hires, terminations, promotions, salary changes, leave, benefits enrollments, etc.
- Develop reports and dashboards for HR metrics / analytics (turnover, compensation metrics, payroll cost, benefit utilization, etc.), both scheduled & ad-hoc.
- Lead or support system upgrades, expansions, user training, and documentation of HRIS / payroll / benefit workflows and policies.
- Total Rewards Strategy & Compensation Management :
- Implement a comprehensive compensation strategy and philosophy, including salary structure, job classifications, salary survey analysis, and market benchmarking.
- Lead annual compensation reviews and manage salary planning processes.
- Ensure internal pay equity and compliance with applicable laws, and regulations.
- Provide compensation benchmarking / market analysis and support recommendations for new roles, promotions, and other organizational changes.
- HR Operations, Compliance & Reporting :
- Maintain up-to-date knowledge of legal requirements and industry trends.
- Ensure accurate and timely reporting for compliance, audits, and other organizational needs.
- Monitor and analyze data to assess the impact and effectiveness of programs.
- Maintain and enforce applicable HR policies (compensation, benefits, payroll, etc.), ensure alignment with local / national / international laws.
- Actively identify process improvements, automation, and cost savings.
- Perform other duties as assigned.
Education and Experience :
Bachelor's degree in Human Resources, Business Administration, or related field. Master's degree or equivalent experience preferred.8-10 years of progressive HR operations / total rewards experienceProven experience managing payroll, benefits, HRIS, and compensation functions. Strong knowledge of U.S. legal / regulatory compliance (federal, state) and experience in international labor / benefits laws ideal.Demonstrated experience with salary benchmarking, job evaluation, total rewards strategy, and data analytics.Ability to effectively communicate with people at all levels and from various backgrounds. This includes having the ability to influence management when appropriate.Strong organizational skills and ability to manage priorities and workflow.Ability to work independently and as a member of various teams and committees.Excellent analytical, problem-solving, and communication skills.Proficiency in HRIS / Payroll systems and compensation software.Experience in the non-profit sector or philanthropic sector.Certified Compensation Professional (CCP), SHRM certification, or similar designation is preferred.High integrity, confidentiality, fairness, ethics; good judgement with the ability to make timely and sound decisions.Physical Requirements and Working Conditions
Prolonged periods sitting at a desk and working on a computer.May require extended hours for urgent issues or to meet established deadlines.This position is based in Washington, DCMay undertake limited domestic and / or international travel.Salary Range : $175,000 - $220,000
