Command Budget Analyst
The primary purpose of this position is to serve as a command budget analyst performing program planning, analysis and technical work for DoD appropriations, program elements and elements of expense for a variety of Headquarters Air Combat Command (HQ ACC) programs and weapon systems. Responsibilities include performing budget execution work, performing budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget years, preparing guidance and providing financial advice on budgetary matters, and conducting budgetary analysis and review. Use of automated budgetary systems and computer-generated products in accomplishing budgeting assignments is also required.
Qualifications in order to qualify, you must meet the Administrative and Management Positions experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Basic requirement or individual occupational requirement includes meeting the basic requirement above, in addition to meeting the qualification requirements listed below :
Specialized experience : Applicants must have at least one year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include detailed, intensive knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF and MAJCOM guides which apply to assigned organizations and programs; sources, type and methods of funding for assigned organizations and programs; and budgetary and financial relationships between assigned budgets and programs of other agency components and organizations.
Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
Knowledge, Skills and Abilities (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : knowledge of structure, programs and work methods of organization(s) for budgeting work; knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides to formulate, justify, and execute assigned budget in support of the ACC mission, structure, goals, work processes, and program; detailed, intensive knowledge of the agency budget policies, precedents, regulations, and guidelines; knowledge of computerized budget systems; skill in selecting and applying a variety of analytical methods and techniques to budgetary processes to analyze and evaluate the effects of change in program plans and funding, develop alternatives, and make recommendations to resolve budget / funding problems, and conduct studies and analyses; ability to communicate clearly and effectively both orally and in writing to justify, defend, present, and / or advise on budgetary processes / actions.
