Purpose

The primary purpose of this position is to support the Transmission / Distribution Engineering department by providing mapping, drafting, engineering project accounting, maintaining hazardous waste management test records, and inputting and reconciliation of work orders as required to facilitate accomplishment of the District's mission and goals.

Job Description

ESSENTIAL JOB FUNCTIONS :

  • Prepare pre-designed work orders, construction drawings, and staking sheets consistent with District construction standards and FERC accounting system with complete instructions for construction and subsequent record updating.
  • Perform as-built field measurements of underground electric, water and sewer or septic plant for drawing preparation and the development of District maps.
  • Prepare drawings, plans, construction plans for various facilities, and maintain as-builts, electric, water, sewer or septic plan files, dispatch room one-lines, and other schematic drawings in conjunction with as-built preparation and detail map updating.
  • Maintain record of and manage distribution of new and revised specifications to all manual holders.
  • Maintain vehicle related tools and Engineering material stock.
  • Draft and provide temporary signage for such purposes as outage notification.
  • Maintain electrical equipment nameplate, location, and material sampling and test result records required for Hazardous Waste Management records and reporting program.
  • Create and update system one-line drawings and manuals. Monitor drawing and manual updating procedures for distribution to all manual holders.
  • Perform field plant inventories, review work order drawings, staking sheets and material sheets for accuracy, completeness and conversion to District specifications for use by Accounting Department and ESRI GIS mapping and related record updating.
  • Maintain construction cost sharing records on electrical extensions.
  • Verify property ownership, and prepare voucher information for sharing refunds and letters to customers.
  • Research and prepare detailed project accounting for completed electrical installations; prepare invoice / refund information and letters to customers.
  • Prepare and maintain spreadsheets used by Servicemen for customer estimates.
  • Participate in accident prevention program, including training and compliance with applicable rules and regulations.
  • Maintain District transformer records, including : receipts, installations, replacements, removals, disposals and tracking.
  • Prepare documents and track records for PCB transformer removal and assist with material sample shipping for laboratory testing, and maintain all related records.
  • Process and track pole contact applications.
  • Maintain and provide electric line sharing data to accounting.

ADDITIONAL JOB FUNCTIONS :

  • Provide direction and training of employees for as-built field data gathering and drafting.
  • Provide support for Engineers and / or other Technicians in performing field work.
  • Assist in survey projects as directed.
  • Issue work order numbers, and maintain work order log consistent with work order and FERC accounting system.
  • Provide backup for other Engineering Technicians with as-builts, field inventory, drawings, surveying, line staking and staking sheets.
  • Provide support to Accounting Department for interpretation of work order packages relative to FERC accounting system.
  • Provide backup for Engineering and Operations Administrative Assistants.
  • Assist in the creation of job duties training manual for Engineering Technician 1 & 2 and Project Coordinator.
  • Other duties as assigned.
  • JOB STANDARDS :

    Knowledge, Skills, and Abilities :

  • Must have the ability to draw and letter legibly for District Sketches.
  • Must have the ability to perform drafting and surveying functions, including use of modern surveying and GPS equipment.
  • Must have the ability to interpret work orders, as-builts and aerial photos and prepare plans.
  • Must have the ability to perform manual and electronic drafting, including use of ESRI based GIS systems and AutoCAD.
  • Must be familiar with various computer applications associated with computer aided drafting.
  • Must possess good recordkeeping skills.
  • Must have the ability to understand, follow and communicate accurate, clear and concise written and verbal information and instructions.
  • Must have the ability to understand various paper filing systems used for maps and as-builts in the Engineering Department.
  • Must have the ability to work without close supervision and to make decisions compatible with prior instructions.
  • Must have the ability to operate equipment efficiently to facilitate completion of job functions.
  • Must have the ability to learn and apply various computer programs.
  • Must develop a working knowledge of safe work practices and accident prevention procedures, tools and equipment as related to job functions.
  • Must have math, reading, and writing skills required for the job functions.
  • Must have the ability to train others in necessary job skills.
  • Must have the ability to work from maps, blueprints, specifications and sketches.
  • Must become familiar with NESC, NEC, WAC Chapter 44 and other related codes and District specifications and regulations.
  • Education, Experience and Training :

  • Must have a two-year engineering technician degree or equivalent experience.
  • Experience with AutoCAD software preferred.
  • Experience with ESRI ArcGIS is preferred.
  • Other Requirements :

  • Must pass a District physical examination and be able to perform essential job functions.
  • Must have a valid Washington State driver's license and a safe driving record. Employees moving from out of state must obtain a Washington State license in accordance with Washington State law.
  • WORKING CONDITIONS :

  • The job functions will be performed in both indoor and outdoor environments. There may be adverse weather conditions for outdoor work.
  • Some work will be done in areas covered by brush and trees and where footing is poor and the ground uneven and or water soaked.
  • The job functions include working with persons who exhibit many types of personalities and behaviors.
  • Job functions will require work around ladders, structures and equipment.
  • Job functions on and around mechanized equipment will present the need for alertness and safety awareness.
  • May encounter the need to work with hazardous materials.
  • PHYSICAL REQUIREMENTS :

  • The work requires the ability to lift and carry up to 40 pounds. Materials, equipment and supplies will be lifted to and from trucks, equipment, shelves and the ground.
  • The work requires the ability to operate office machines, tools, equipmentand vehicles associated with the job functions.
  • The work requires the ability to answer questions and communicate with coworkers, customers and others in person and on telephones and mobile radios.
  • The work requires the ability to create detailed engineering drawings; to work in limited light; and to differentiate among colors.
  • The work requires the ability to see and hear in order to detect problems and ensure the safety of employees and others in response to exposure to the hazards associated with this position.
  • Work activities involve combinations of walking, climbing, pushing, pulling, bending and sitting for extended periods, lifting and carrying and standing for extended periods.
  • EQUIPMENT AND VEHICLES :

  • The job requires driving and operating vehicles such as automobiles and pickup trucks.
  • The job requires the use of hand tools, surveying and GPS equipment, drafting equipment, office machines, copying machines, calculators, computers, telephone and mobile radio.

    1st 6 months - $35.91 per hour

    2nd 6 months - $36.97 per hour

    3rd 6 months - $38.05 per hour

    4th 6 months - $39.10 per hour

    5th 6 months - $40.19 per hour
