Project Controls Manager Location : Sacramento, CA 95814 Pay Rate : $80 – $100 per hour (W2) Schedule : Monday – Friday, 8 : 00 AM – 5 : 00 PM Start Date : November 10, 2025 Duration : Temp-to-Hire (after 520 hours) Citizenship : U.S. Citizen or Permanent Resident Overview We’re seeking an accomplished Project Controls Manager to support a major public-sector water infrastructure program in Sacramento. This high-impact, client-facing role oversees cost, schedule, forecasting, and risk management for a large-scale capital program. The ideal candidate brings technical mastery of Primavera P6 and the ability to lead a high-performing project controls team in a fast-paced environment. Key Responsibilities Lead implementation and oversight of project controls systems, processes, and standards Manage all project controls functions, including cost, scheduling, change management, and performance tracking Supervise and mentor a project controls team; assign tasks and review deliverables Develop and maintain Primavera P6 schedules for forecasting and progress reporting Prepare and present cost and schedule performance reports, dashboards, and executive summaries Manage risk registers, facilitate risk reviews, and ensure mitigation plans are in place Review contractor invoices, change orders, and budget adjustments for accuracy and compliance Coordinate closely with engineering, procurement, construction, and finance teams Drive process improvement and capture lessons learned for continuous program enhancement Support business development and executive reporting efforts through analysis and data insights Required Qualifications Bachelor’s degree in Engineering, Construction Management, Finance, or a related field 10+ years of experience in project controls, cost management, and scheduling Advanced proficiency with Primavera P6 and Microsoft Excel Proven experience leading project control teams in large capital programs Strong communication and stakeholder management skills Preferred Qualifications Experience within water / wastewater, utilities, or large-scale infrastructure projects Background supporting public sector capital improvement programs Knowledge of contract administration, risk management, and change control procedures Additional Details Interview Process : Microsoft Teams and in-person meetings Employment Type : Contract-to-Hire after 520 hours
