Job Title : Program Manager III : Medicaid Compliance & Policy Analyst (State Contract - EOHHS)

Vision Staffing Solutions is immediately hiring a Program Manager III to serve as a high-impact Program and Compliance Analyst for the RI Executive Office of Health and Human Services (EOHHS) . This is a critical, long-term staff augmentation role (35 hrs / wk) responsible for the compliance and oversight of the Medicaid School-Based Services (SBS) program.

You will operate at the intersection of public health, education, and policy, providing the critical expertise needed to maintain program compliance and prevent financial risk.
- Compliance Leadership : Oversee and enforce compliance standards for Local Education Agencies (LEAs) regarding Medicaid SBS billing, documentation, and new CMS regulatory updates.
- Program Integrity : Drive the state's efforts to prevent and detect Fraud, Waste, and Abuse (FWA). Conduct claims data analysis, risk assessments, and develop preventative measures.
- Time Study Management : Serve as the expert for complex cost allocation methodologies, specifically managing the Random Moment Time Study (RMTS) administration, validation, and training.
- Policy & Guidance : Conduct independent policy research and translate complex federal and state requirements into clear, actionable policy guidance, training materials, and compliance toolkits for providers and staff.
What We Need You to Bring (Required Skills)
Experience : Minimum 3–5 years in Medicaid program compliance, school-based services, or a regulatory role focusing on program operations.Expertise : Knowledge of Medicaid billing, RMTS, and FWA principles in public programs.Education : Bachelor’s Degree in Public Health, Public Policy, Healthcare Administration, or a related field (Master's Preferred).Analysis : Proven ability to analyze regulatory changes and develop sound, comprehensive policy recommendations.This is a phenomenal opportunity to apply your compliance and policy skills in a stable, long-term contract that directly impacts public service delivery across Rhode Island.
