DIS is looking for a collaborative Proposal Manager who will report directly to the Chief Operating Officer (COO) and lead all proposal efforts, assume the lead responsibility, and single point of accountability for organizing all informational and personnel resources to produce a compliant, compelling, and technically accurate proposal delivered by the Government's deadline.

The Proposal Manager has the responsibility of coordinating all phases of DIS' proposal process in response to government requests for proposals.

The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the keys to success. With curiosity, talent for multi-tasking in a fast-paced environment, and extreme organizational skills, the successful candidate will help grow the organization resulting in opportunities for advancement as DIS' business development team expands.

Essential Duties

Working collaboratively with the Executive Team and Managers, the Proposal Manager will be responsible for :

Required Experience and Qualifications

Bachelor's degree required preferably in strategic communications, business, information technology or a related field.

12+ years of work experience in lieu of degree is acceptable.

• Minimum of 8 years of professional experience with five (5) years of experience in a defined proposal-related role.
• Understanding of the full capture and proposal process from pre-RFP to post-RFP
• Experience developing storyboards, mock-ups, proposal outlines, and compliance matrices.
• Proficiency in Microsoft Office tool suite
• Highly organized, team-oriented, enthusiastic, collaborative, independent thinker
• Outstanding written and oral communication skills
• Experience leading proposal teams in a dynamic, fast-paced environment supporting critical business development activities.
• Proven successful experience editing, writing, and managing responses to federal RFPs of moderate to high complexity.
• Knowledge of Shipley processes
• Ability to obtain a U.S. government security clearance.
• Preference will be given to qualified Veteran candidates.

Preferred Experience & Qualifications

• Knowledge and experience with proposals from Veterans Affairs (VA), Health and Human Services (HHS), and related healthcare domains.
• Prefer experience working for a consulting organization, association, and / or a government contractor.
• APMP Certification is preferred but not required.
• Must be able to interface with individuals at all levels of the organization both verbally and in writing.
• Must work well under pressure to meet deadline requirements.
• Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously.

Salary is commensurate with experience.
