Job Title : Proposal Manager / Sr. Technical Proposal Writer
Location : 100 % Remote
Clearance : Secret preferred but should be clearable
Job Duties :
The Senior Technical Proposal Writer / Manager is responsible for proposal development (written, oral presentation, overall submission) from the receipt of RFX through post-submission debriefing - including the following tasks :
- Read and analyze RFPs and prepare compliant response outlines, draft technical proposal content for readability, consistency, and clarity, and to meet requirements.
- Develop new technical content in support of responses to RFX and marketing opportunities to include white papers.
- Analyze the proposal requirements, create the color review schedule, compliance checklists / matrix, and assignment / deadline checklists for all proposal volumes (price, technical, management, reps & certs, past performance.)
- Write, edit, and rewrite technical sections; maintain document configuration management and control.
- Develop and integrate proposal themes, discriminators, and key success factors based on Capture guidance.
- Develop compliant and compelling proposal narratives by translating technical solutions, strategies, and themes into easily understandable and readable responses.
- Improve the readability and clarity of text by using active voice and concise language and minimizing jargon.
- Lead proposal content storyline development sessions with Solution Architects, Subject Matter Experts (SMEs), and key stakeholders to clarify implementation approach, services, and products proposed.
- Write, rewrite, edit, and expand past performance sections, including translating SOW / PWS data into proposal response content.
- Ability to write and detail concise position requisitions specific to requirements and RFX for Key and Non-Key personnel, enabling HR to recruit qualified candidates.
- Ability to edit, update, and add content to proposal resumes based on the requirement and candidate experience.
- Create style sheets and acronym lists that are customized for each proposal effort.
- Organize resources, both internally and externally (these include technical and management and past performance content contributors, staff recruiting, graphics specialists, contract administrator, pricing, etc.)
- Coordinate tasking & schedule with partners and sub-contractors
- Create, maintain, communicate, and manage schedules to ensure a 100% on-time, compliant submission record
- Resolve issues with originating authors or team members
- Select, recommend, or create layouts, graphics, drawings, tables, exhibits, illustrations, charts, or storyboards to amplify or clarify the proposed solution.
- Minimize style differences between multiple authors and contributors.
- Demonstrate an outstanding level of commitment to each proposal effort.
- Proven track record of collaborating in a team environment to get the job done under all circumstances.
- Participates in special projects as required.
- Contribute to ISO activities.
Required Skills :
- Must be legally authorized to work in the United States
- Bachelor’s degree in fields of Computer / Engineering, Communications, English, Social Science, or technical discipline consistent with the aforementioned domains or relevant experience.
- Must possess a passion to win.
- Must be a self-starter with abilities to move quickly from project to project while dealing with stakeholders.
- Minimum 10 years as a Technical Proposal Writer / Manager responding to DoD and Federal Civilian solicitations.
- IT technical background is required Minimum 5 years of experience in the specific field of IT modernization with related technical knowledge.
- Minimum of 10 years of Proposal writing and persuasive content development expertise.
- Minimum 10 years of Technical Proposal Writer / Manager experience in the U.S. Federal Government IT industry.
- Minimum 10 years of understanding of the business development life cycle in federal, state local, or commercial domains.
- Expert 'power user' experience with MS Office Suite, (Word, Excel, Outlook, PowerPoint).
- Expert at proposal formatting and technical writing - Shipley Proposal Training (or similar).
- Must be able to work independently and have the ability to wear "many hats" as is required in a small business work environment.
- Must have the ability to work on multiple priorities simultaneously.
- Must have the ability to work outside of traditional hours and occasionally on weekends as required.
Preferred Qualifications and Skills :
- APMP Membership and APMP Practitioner Level certification or higher is preferred.
- Experience with governmental technical proposal development and processes is preferred, experience with Service Desk, Agile Software Development, Cyber Security, Cloud, and emerging technologies proposal development is a plus.
