Schedule : Monday–Friday 8 : 00 AM – 5 : 00 PM (with occasional evening / weekend workshops)

Status : Full-time, non-exempt

Position Summary

The Workforce Development Manager leads ACHD’s workforce navigation and career readiness efforts, providing hands-on support to immigrant and refugee community members pursuing employment and education in Port-related industries—particularly aviation. This position manages a rolling caseload of job seekers, coordinates quarterly public workshops, and ensures the program meets all deliverables under active workforce development grants, including the South King County Community Impact Fund (SKCCIF). The Manager provides one-on-one coaching, employer engagement, and systems navigation support while collaborating across ACHD programs to deliver holistic, wraparound services that remove barriers to employment.

Essential Duties and Responsibilities

  • Program Delivery & Case Management
  • Manage a rolling caseload of 12–15 participants at any given time, serving approximately 60 participants annually through individualized career navigation and job-readiness coaching.
  • Conduct intake assessments to identify employment barriers, language access needs, and holistic support requirements.
  • Create individualized career plans with each participant and provide ongoing one-on-one sessions focused on resume development, job applications, digital literacy, mock interviews, and professional networking.
  • Assist participants with education or certification enrollment, scholarship and financial-aid applications, and technology access for remote learning.
  • Vet and document participant requests for Flex Fund assistance (transportation, work gear, childcare, etc.) and forward eligible cases to the Finance team for purchasing / administration.
  • Workshops & Community Engagement
  • Plan and facilitate quarterly workshops (minimum 4 per year, 15 + attendees each) highlighting aviation and airport career pathways, hiring processes, and workplace cultural norms.
  • Coordinate guest speakers from aviation employers and educational institutions, such as Alaska Airlines, Delta, Boeing, Highline College, and Renton Technical College.
  • Conduct outreach and recruitment in South King County through partner events, flyers, presentations, and community networks.
  • Employer & Partner Relations
  • Maintain active relationships with Port-related employers, training providers, and hiring managers to facilitate participant placement and mentoring opportunities.
  • Represent ACHD at external meetings, workforce collaboratives, and regional events as needed.
  • Connect participants to mentors, informational interviews, and direct job leads.
  • Data & Reporting
  • Collect and maintain accurate participant records, demographics, and case notes in Apricot CRM.
  • Track and report all deliverables (outreach, awareness, exploration, preparation, and placement) in accordance with Port of Seattle SKCCIF requirements.
  • Administer and analyze pre- / post-workshop surveys to measure knowledge gains.
  • Submit monthly, mid-year, and annual progress reports in collaboration with the Grants & Contracts team.
  • Collaboration & Wraparound Support
  • Coordinate internal referrals for participants needing additional stabilization (housing, public benefits, legal services, education, or childcare).
  • Use trauma-informed, strengths-based, and culturally responsive practices that center participant dignity and self-determination.
  • Participate in staff meetings, trainings, and program evaluations as assigned.

Requirements :

  • Bachelor’s degree in social work, education, human services, or related field; or equivalent experience.
  • Two or more years experience in workforce development, case management, or social services.
  • Demonstrated ability to work effectively with African Diaspora immigrant and refugee communities in a culturally responsive manner.
  • Strong written and verbal communication skills; ability to prepare reports and maintain organized documentation.
  • Proficiency with Microsoft Office (Word, Excel, Teams, Outlook) and cloud-based case management systems (preferably Apricot).
  • Ability to manage multiple priorities, meet deadlines, and work independently.
  • Valid Washington State driver’s license and reliable transportation for outreach events.
  • Preferred Qualifications

  • Fluency in one or more languages spoken in ACHD’s service area : Somali, Amharic, Tigrinya, Arabic, or Swahili (strongly preferred).
  • Experience collaborating with community colleges or technical training programs.
  • Knowledge of Port-related industries (aviation, maritime, construction, green jobs).
  • Familiarity with employment authorization documentation processes for immigrants and refugees.
  • Working Conditions

    This position operates primarily in an office environment with frequent local travel for workshops, outreach, and partner meetings. Occasional evening or weekend hours required for events. Moderate physical activity including lifting up to 25 lbs and setup for community events may occur.
