State Opioid Response (SOR) Prevention System Manager (HCPM / DBHR) - Project

Are you passionate about making a difference for families and children in the state of Washington? The Prevention System Manager oversees the implementation of opioid prevention projects, manages contracts, and collaborates with communities, healthcare providers, and state agencies to drive meaningful change. This role combines project management, policy development, and stakeholder engagement in a fast-paced, mission-driven environment. Telework flexibility and a strong benefits package make this a rewarding and balanced career for experienced prevention professionals.

All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.

The Division of Behavioral Health and Recovery (DBHR) values and seeks diversity, equity, and inclusion as integral to the behavioral health field. We support, embrace, and celebrate everyone's uniqueness, promote inclusion, and commit to remove systemic barriers that affect our workforce, our providers, and the people that receive prevention, treatment, and / or recovery support services.

The Division of Behavioral Health and Recovery (DBHR) mission is to transform lives by supporting sustainable recovery, independence, and wellness through substance use disorder prevention and mental health promotion efforts. DBHR provides support for substance use disorder, mental health, and problem gambling services. The substance use disorder prevention and treatment programs promote strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drugs, and support recovery from substance use disorder.

The State Opioid Response (SOR) Grant Prevention Manager leads efforts across Washington to prevent opioid and prescription drug misuse through community and statewide prevention activities. This position works on the Washington State Opioid Response Grant (SOR). The Prevention Manager will oversee planning, implementation, and monitoring of prevention project activities; collaborate with health care organizations, providers, and state agencies to further statewide opioid and other substance use disorder prevention initiatives. Acting as the state's subject matter expert in prevention program development using the Center for Substance Abuse Prevention (CSAP) strategies, this role makes independent decisions and provides guidance on complex substance use disorder prevention issues. The Prevention System Manager also oversees contracts and ensures compliance with state and federal requirements while promoting culturally appropriate prevention approaches. In addition, this position provides consultation, training, and technical support to service providers, community organizations, and coalitions; helping them apply the latest prevention research and evidence-based strategies to strengthen Washington's prevention system.

This position is eligible to telework but is required to travel for site visits, to partner organizations, and to report on-site to meet business needs. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.
