GENERAL STATEMENT OF DUTIES

Examines and recommends corrections to building plans of a complex or highly technical nature, assists the general public in obtaining permits and compliance with the requirements of the building code.

Performs other duties as required.

SUPERVISION RECEIVED

Works under the supervision of the County Building Official who outlines assignments and reviews work through conferences and reports.

SUPERVISION EXERCISED

Supervision of other employees is not a responsibility of positions in this class; however, an incumbent will be expected to take leadership in assisting less experienced examiners on training assignments or examinations of a difficult or unusual nature.

Typical Duties - Duties include, but are not limited to the following

  • Provides technical interpretation of code issues, requirements and recommends solutions to code issues.
  • Reads and interprets the state building code, both orally and in writing.
  • Reviews building construction plans, drawings, and specifications for compliance with the state building code.
  • Perform inspections of structures and installations for compliance with the applicable codes.
  • Drives to onsite locations when directed by the Building Official.
  • Operates daily computer terminal, calculator, copier, FAX machine, telephone, two-way radio, and cell phones.
  • Other duties as assigned by your supervisor.
  • May participate in basic incident command training and drills to maintain proficiency in supporting ECC activities, including carrying out field work in connection with ECC operations.

May be assigned clerical / support, incident liaison, or other duties at any location within or near the county. Emergency Management duties may require working long hours outside of normal business hours, weekend / holiday work, and may occur with little or no advance notice.

Requirements for the Position

EXPERIENCE AND TRAINING

  • Five years of experience in the construction trades; OR
  • Associate degree in related field and three years of experience in the construction trades; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS

Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.

  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Must possess an Oregon Structural Plans Examiner A-Level Certification; or possess an International Code Council Building Plans Examiner Certification and obtain an Oregon Structural Plans Examiner A-Level Certification within six (6) months.
  • Possess at time of hire an Oregon Inspector Certification; or an Authorization to perform Work from the Oregon Buildings Code Division within 30 days and obtain a valid Oregon Inspector Certification within six (6) months.
  • Possess at time of hire an Oregon Residential Plans Examiner Certification; or possess an International Code Council Residential Plans Examiner Certification and obtain an Oregon Residential Plans Examiner Certification within six (6) months.
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule : Monday through Friday, 8 : 00 a.m. - 5 : 00 p.m., with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of structural design; building permit and zoning procedures; County and State plumbing, building, heating and zoning codes;

building construction terminology and techniques; building permits and zoning procedures.

  • Skills and ability to work with people and elicit the cooperation of builders and people in the design professions; read building plans, maps, legal descriptions, and zoning laws;
  • detect structural, fire / life safety and other violations; understand engineering principles and mathematical formulas;

prepare clear and concise reports; comply with department and County policies and procedures; effectively operate computer equipment and software programs utilized by the County.

PHYSICAL REQUIREMENTS

  • Operates a motor vehicle; stands; sits; moves about the work area; bends forward; rarely climbs stairs, reaches overhead, crawls on hands and knees, and stoops;
  • lifts, pulls, pushes, moves carts weighing up to 20 lbs.; carries items weighing up to 10 lbs.; keyboard operation; speaks in a clear and audible voice;
  • reads 12 pt. font; hears at a normal speech level; rarely exposed to heat, cold, humidity, dust, smoke, vibration, uneven and wet terrain, radiation, noise, ladders / scaffolding, and chemicals;
  • work is performed in a general office or field environment; office work includes the use of a computer using word processing, spreadsheet, permit tracking applications, and e-mail programs or programs specific to the position;

fieldwork includes working in a variety of inclement weather conditions; may be required to work flexible schedules and long hours throughout the year, particularly during construction season (May through October).

PUBLIC SERVICE LOAN FORGIVENESS

Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
