What You Will Do :
The Foreign Affairs Financial Management Specialist leads the execution of the following actions / activities :
Works closely with program staff and U.S. government on the tasks below
Track multi-million dollar accounts across fiscal years for all ongoing and potential new programs
Collect and analyze financial data on all projects, including project and program cost, progress, and timelines
Track appropriations and allocations, identify unliquidated obligations, reconcile funding records, and identify challenges and program constraints
Review invoices from implementers to check for accuracy and completeness
Coordinate with financial implementers across the interagency to produce monthly financial reports
Advise office leadership, program managers, and staff on the current financial status of all programs
Provide technical support and assistance for the financial management of the office to include drafting memos and using financial databases.
Working with program office staff, candidate is responsible for financial reconciliation, invoicing, and deliverables for all obligations of active and closed out contracts and Interagency Agreements for programs
Support government staff with contract administration needs
Coordinate with all country project implementing partners at State and DoD as needed to determine best approach for managing financial data
Support the development of presentations of data results and findings from data collection activities and evaluations as required
Coordinate with DoD stakeholders to determine the most efficient way of managing and reporting on funds executed by DoD
Apply knowledge of rules, regulations, policies, and practices to ensure adherence and address concerns or problems by developing rapport with colleagues, leadership officials, and outside agency personnel
Once per quarter, provide a Financial Management Brief on program funding, to include unliquidated obligations (on contracts, grants, and interagency agreements), appropriated funds pending congressional notification, planned obligations, and reclassification of funds
Provide a weekly written update on work accomplished and on issues related to the assigned portfolio
Prepare charts, graphs, maps, and other high-quality professional analytical and presentation products for the Division
What You Will Need :
An ACTIVE and CURRENT SECRET security clearance
Bachelor's degree
SEVEN (7) years of experience in financial management of large, complex funding sources
Ability to be onsite in Washington DC (Foggy Bottom area) 2-3 days / week
What Would Be Nice To Have :
Experience managing foreign assistance funding
Experience with US government financial systems
Experience with monitoring allotments, obligations, and expenditures and executing financial reports
Understanding of the Department of Defense's security cooperation process
