ENVIRONMENTAL SCIENTIST/PROTECTION TECHNICIAN
Environmental Scientist & Protection Technician (HYBRID) Fort Belvoir, VA
JOB SUMMARY :
BB&E is seeking an Environmental Scientist & Protection Technician to support DLA-Energy at Fort Belvoir, VA. THE SUCCESSFUL CANDIDATE WILL WORK A HYBRID SCHEDULE OF THREE (3) DAYS REMOTE AND TWO (2) DAYS ON SITE.
JOB DUTIES AND RESPONSIBILITIES :
- Document review and / or development.
- Program support for Records Management (e.g. Standard Operating Procedures for proper records management to include proper maintenance of records per the retention guidance.)
- Technical support services for 600+ sites that store capitalized fuel to include ensuring all required documentation is available (e.
g. environmental protection plans when required), quality review of documentation, and inspection / audit support and development of correction action plans.
e.g., regulatory reviews, problem solving).
- Environmental Guide technical review (documentation review to ensure all regulatory compliance issues are addressed within the document for fuel terminals.)
- Conduct internal audits. Develop corrective actions plans for audit findings. Proactively conduct problem solving evaluations to enhance performance of the management system.
- Clean Air Act Compliance evaluation at the DLA permitted DFSP locations.
- Emergency Planning and Community Right to Know (EPCRA) Requirements Management to include the preparation of the annual report for the DLA permitted DFSPs.
- Clean Water Act Compliance evaluation of the DLA Energy permitted sites.
- Natural Resources Management compliance evaluation of the DLA Energy permitted sites.
- Cultural Resources Management compliance evaluation of the DLA Energy permitted sites.
- Integrated Pesticide Management (IPM) Program Technical Review and evaluation of compliance evaluation of completeness of documentation.
- Underground Storage Tank (UST) Operator and Spill Response Training Technical Support to include planning, scheduling, and evaluation of submitted reports.
- Designated Underground Storage Tank Operator (DUSTO) inspection results analysis.
- Spill Reporting database Management and review of submitted documentation.
- Defense and State Memorandum of Agreement (DSMOA) Program technical support to include documentation review and / or development.
- Quarterly Program Management Review (PMR) support to include assistance in developing briefing, research, and proof reading.
- Assist with regulatory actions per standards of the American Petroleum Institute (API) and standards of the Steel Tank Institute (STI), such as regulatory actions for API RP 1162 through development of outreach materials, surveys, research dig permits, and provide reports for U.
S. permitted sites to support the Public Awareness and Damage Prevention Program (PADPP) Evaluation.
- Provide API 653 assistance with identification of tank inspection and repair requirements and reviewing and identification of STI industry standards for Above Ground Storage Tank (AST) inspections required by the STI SP001 categories.
- Provide gap analysis of local, State, and Federal regulatory requirements and determine path forward to address gaps. Assist DLA Energy-LEVA development of quarterly slide decks.
- Support DACS-RM (DLA Official Records Repository) requirements.
- Conduct National Environmental Policy Act (NEPA) review / analysis.
- At permitted sites, assist with environmental oversight, regulatory reporting, interactions with QARs and on-site contracted personnel, and specialized assistance for program areas such as Environmental Management Systems (EMS), Leak Detection, Records Management Auditability, Integrated Pest Management Program (IPMP), Cultural and Natural Resources, Spill Response and Reporting activity, and National Pollutant Discharge Elimination System permitting requirements and management.
- Provide Emergency Planning and Community Right-to-Know Act (EPCRA) support for Tier II and Form R reporting submissions requirements to the EPA.
- Update the Job Aids (JAs) in the MS Word documents and maintain process flow via Visio.
- Provide other technical support for HQ DLA Energy-LEVA Project Managers.

EDUCATION :
Must possess a Bachelor’s Degree from an accredited college or university.
JOB QUALIFICATIONS AND SKILLS :
- Must have a minimum of eight (8) years of experience with Environmental Programs, and / or Management Systems.
- Requires at minimum, a NACI.
- Motivated self-starters requested.
- Strong verbal & written communication skills.
