Project Procurement Manager

Job Summary : In this role, you will manage project procurement personnel in all operations for a project. You will participate with the project management team in defining and developing the scope of work, and in preparing and coordinating procurement plans, procedures, schedules, estimates, forecasts, and budgets. You will ensure procurement operations comply with corporate, business unit and project requirements.
Major Responsibilities
Education and Experience Requirements : Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills : Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management and other services. Proficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, back charge procedures, resolution of claims and disputes, and other such related steps. Proficiency and experience in soliciting budgetary quotations. Proficiency in oral and written communication. Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling. Working knowledge of subcontract administration, home office and field procedures and documents relating to a multi-discipline construction project. Direct experience in the function of managing workload distribution and execution of the work as well as personnel interviews, selection, salary planning, classification changes, performance evaluation, career counselling, transfers and terminations. Working knowledge of engineering / construction industry contracting practices, applicable commercial regulations and practices, and Bechtel policies, procedures and work practices. Possesses comprehensive knowledge of procurement and purchasing.
