Overview

Texas Capital is dedicated to serving our communities. The Community Development Officer (CDO) is responsible for implementing the company’s Community Reinvestment Act (CRA) Program by providing a positive and tangible presence of the bank in the Dallas / Fort Worth markets, particularly in low-to moderate-income communities.

To achieve this objective, the CDO seeks to establish working relationships with local civic, community organizations and small business entities, as well as with regulatory agencies and trade organizations.

This role requires a thorough understanding of the Community Reinvestment Act (CRA), the Equal Credit Opportunity Act, Fair Lending Act, and the Home Mortgage Disclosure Act.

Additionally, the CDO must have a fundamental understanding of commercial real estate, mortgage, retail, and small business areas of the Bank.

Responsibilities

The Community Development Officer (CDO) is responsible for leading strategies to support the fulfillment of the bank’s CRA Business Plan within the assigned market assessment area.

Responsibilities include :

Establishing strategic partnership with Community Development and Economic Development organizations that yield tangible CRA opportunities for the bank.

Identifying and supporting community development lending and investment opportunities that :

Provide affordable housing,

Revitalize or stabilize underserved communities,

Promote economic development for small business,

Create jobs for LMI individuals,

Provide social services to LMI individuals and communities.

Identifying opportunities to provide financial literacy training and engage the TCB Mobile Literacy Center

Supporting TCB Corporate Social Responsibility and philanthropic efforts through charitable giving and employee volunteerism in the designated market area.

Supporting the culture and brand strategies of Market Leadership Teams

CDO Specific Responsibilities

Identify and assess the financial service needs of LMI geographies; develop and implement strategies that help meet the credit needs via bank products and services.

Increase the bank’s visibility and commitment to community development through outreach activities that engage all applicable areas of the bank.

Identify business development and partnership opportunities for TC business lines, i.e. the local chambers and small business lending consortia’s, community development organizations including for profit and nonprofit organizations, small home builders, etc.

Market lead for TC Foundation Honors Awards responsible for initial review and vetting of TC Honors Awards with honors grant committee,

Assists with identifying non-profit service providers for CRA Community Impact grant funding and corporate sponsorships, including conducting the initial due diligence, as well as evaluating social impact of the service provided;

assist the CRA Grant / CEEP teams with collection of additional data / documents as may be required for periodic regulatory review.

Identify financial literacy training and / or strategic partnership opportunities that would deploy the TCB Mobile Literacy Center

Support the market Community Impact Team (CIT) leads and Director of Corporate Engagement with volunteer activities within the assigned assessment area(s), including monitoring the logging of volunteer hours, (CRA-related and non-CRA related) in YourCause.

Identify community development, volunteer or board opportunities for local market presidents and senior TC staff, including service on non-profit boards, finance committees, or in a development or capacity-building, and grant writing for non-profit organizations.

Complete all Texas Capital required training and other duties as assigned,

Community Development Officer Qualifications

Knowledge of affordable housing and economic development opportunities and programs (preferred)

Minimum of 5 years’ experience in banking, and / or non-profit work

Bachelor’s Degree or BBA preferred,

Superior communication skills (oral / written) and comfortable with public speaking.

Ability to develop and maintain internal and external relationships.

Ability to provide Financial Literacy Training classes.

Work independently in fast-paced environment with a minimum supervision.

Must have flexible schedule and available to participate in outreach activities that will be conducted in the evening and / or on weekends.

Travel required with occasionally, overnight travel; valid Texas Driver’s License is required.

Ability to lift 5 to 25 lbs.

Proficient in MS Office products (Word, Excel, Power Point).

Proficient in use of Sales Force and ability to learn data input in YourCause / Grants Connect
