Senior Director, Government Relations (Privacy and Technology)

College Board Global Policy and External Relations

Location : This is a fully remote role. Candidates who live near CB offices have the option of being fully remote or hybrid (Tuesday and Wednesday in office).

Timing : 2-year term

About the Opportunity

As Senior Director of Government Relations, you will lead College Board's legislative efforts related to data privacy and technology at the state and federal levels. Your mission is to ensure that laws and regulations focusing on privacy, artificial intelligence, educational technology, and protection of minors' use of technology and their data provide safeguards for students without limiting educational access or innovation.

You lead legislative strategy, actively shape policy outcomes, and build high-impact relationships with policymakers that reflect College Board's values and programmatic needs across all states and in Congress. You drive legislative agendas, secure bipartisan support, and respond to threats in a rapidly evolving privacy landscape. You align internal teams around a clear policy vision, coordinating with program, legal, and policy leaders to deliver results.

In this role, you will :

Lead GR Legislative Strategy on Privacy (50%)

Drive and execute a bold, proactive state and federal agenda to safeguard and advance College Board's leadership on data privacy, artificial intelligence, educational technology, and protections for minors onlineensuring the organization stays ahead of regulatory and reputational risks.

Forge and sustain high-impact relationships with legislative leaders, key committee and gubernatorial staff, education coalitions, and advocacy partnerspositioning College Board as a trusted and influential voice in state and national policy conversations.

Serve as a compelling and credible representative of College Board in legislative forums and public venuestranslating complex technical and policy issues into clear, persuasive narratives for lawmakers, regulators, and education stakeholders.

Proactively surface and escalate legislative threats regarding privacy and AI, ensuring College Board influences outcomes early and effectively.

Shape powerful, legally and politically sound testimony, policy briefs, and legislative amendmentsworking in close collaboration with state GRD leads, Policy, and Legal to equip lawmakers and coalition allies with the tools to act.

Deliver expert, timely, and actionable briefings that equip College Board leaders to engage with confidence and clarity on AI, privacy, and emerging tech policyturning insight into influence.

Partner closely with Legal and Policy teams to align strategic messaging, reinforce defensibility, and operationalize a credible and compliant parental consent model for minors' data and tech use.

Direct, coordinate, and hold accountable contract lobbyists to neutralize threats and advance College Board's position on privacy, AI, and ed techensuring every external effort drives measurable policy wins.

Design Proactive Legislative Campaigns (30%)

Seize opportunities for College Board to set the national agenda on privacy, AI, and edtech policy through model legislation.

Secure bill sponsors and develop model legislative language in coordination with state GR lead, Policy, and Legal teams.

Mobilize partner organizations to co-sponsor or publicly champion College Board's legislative efforts.

Drive state-level campaigns from concept to passage, including grassroots and grasstops support.

Expand Coalition Engagement and External Legislative Engagement (20%)

Forge powerful alliances with legislators, attorneys general, and influential policy groups to amplify College Board's policy voice.

Build strategic alliances with policymaker member organizations such as TechNet, US Chamber, NGA, RGA, DGA, ALEC, and other organizationspositioning College Board as a credible, solutions-oriented partner and ensuring our priorities are reflected in national conversations on technology, education, and student data policy.

Leverage alliances to expand our reach, open new channels of influence, and allow us to shape model policies and frameworks that impact state and federal decision-making.

Coordinate national and state coalitions to strengthen College Board's collective influence in legislative arenas.

Represent College Board with authority and clarity in high-stakes forums, national convenings, and executive-level summitsbuilding brand credibility and cultivating influence among top-tier policy leaders.

Command College Board's strategic position in cross-sector privacy and edtech coalitionsshaping agendas, aligning stakeholders, and driving policy consensus that protects innovation and student interests.

About You

You have :

7-10 years of experience in government relations, legislative affairs, or public advocacy, focused on privacy and technology.

A proven track record as a registered lobbyist of securing legislative wins and navigating complex political environments.

Expertise in legislative drafting, lobbying, and political strategy, including direct engagement with elected officials and staff.

Demonstrated success in creating and leading advocacy campaigns to build support for legislative priorities.

Strong understanding of student data privacy and AI issues, state legislative processes, and regulatory policy frameworks.

Exceptional political judgment, relationship-building skills, and coalition management capabilities.

Stellar communication and persuasion skills, including the ability to explain complex privacy topics to lay and technical audiences.

Bachelor's degree in political science, public policy, or a related field.

Strong organizational, prioritization, and problem-solving capabilities.

Willingness to travel approximately 20%, with potential for more during state legislative sessions.

Proficiency in Microsoft Suite Tools (or a willingness to learn).

Clear and concise communication skills, written and verbal.

Evidence of skills and mindsets required to live out College Board's Operating Principles, notably :

About Our Process
