Construction Manager
You will provide assistance to other construction managers, exercising management and administrative skills in leading the safe and deliberate execution of construction projects to decommission the Red Hill Bulk Fuel Storage Facility.
You will manage multiple priorities and independently develop and provide technical recommendations / solutions to complex problems encountered during the administration of the construction contracts.
You will coordinate with contractors to review work plans and ensure that a Concept of Operations (CONOPS) is approved by leadership and regulatory agencies before work is authorized.
You will ensure effective communication and coordination between the project manager, design manager, contract specialist, the contractor, the project technical team, leadership, and regulatory agencies.
You will provide expert construction management services to all activities and tenants served by the Facilities Engineering Command (FEC); have a technical background in construction management or engineering technology.
Requirements include :
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a current valid United States driver's license.
- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and / or final security clearance prior to entrance on duty.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications require your resume to demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following :
Mastery of the application of a wide range of advanced concepts, principles and practices in construction management / engineering technology that enables you to serve as an expert in the complex construction.Analyze findings and make recommendations on substantive construction projects.Apply the policies and procedures of the functional and administrative areas such as contracting, finance and accounting, budget, counsel, information management, etc., to coordinator and resolve questions / problems.Use Computer applications such as word processing, spreadsheet, presentation, electronic mail, Internet, and database software A fundamental knowledge of computer.Additional qualification information can be found from the following Office of Personnel Management website.
