Typical Duties Plans, organizes, and manages the activities of assigned units related to areas such as hire processing, leave administration, job classification coding, salary differentials and coding, recruitment and selection of faculty and educational administrators, academic compensation and classification studies, tuition reimbursements, data collection and reporting, employee records and forms, and other related functions according to state, local, and District rules and regulations. Develops, recommends, evaluates, and implements operational policies, rules, procedures, and standards related to assigned areas to manage work flow and improve efficiency and effectiveness of provided services. Supervises, trains, and evaluates assigned staff to ensure effective and efficient operations of the units. Acts as a technical advisor to District administrators and staff regarding legal and regulatory requirements and District policies, processes, and procedures related to assigned areas. Confers with administrators, union representatives, employee representatives, employees, and representatives of public and private agencies related to assigned areas. Coordinates or conducts data studies related to assigned areas, reviews the interpretation of data, and recommends changes based on findings. Evaluates information technology systems applicable to assigned areas and recommends improvements and / or necessary changes that increase efficiency and effectiveness. Stays current on trends and developments related to human resources programs; reviews proposed changes in laws, regulations, rules, and procedures related to human resources programs and assesses its effect on District plans and makes recommendations for administrative response. Utilizes the capabilities of management information systems related to assigned areas. Prepares correspondence, reports, and presentations related to assigned areas. Coordinates the work of assigned units with other operational units of the District. Coordinates and / or participates in the training of unit staff to ensure proficient performance and a productive environment. Coordinates and participates in training programs related to assigned areas for employees District-wide. Provides research and analysis services designed to support management decisions and the collective bargaining process. Advises the director of activity statuses and issues needing attention, evaluation, resolution, and decisions. Manages the preparation, revision, and distribution of policy guides, memos, bargaining agreements, forms, and other related documents. Effectively manages the maintenance of official academic and classified personnel files. Prepares the budget for the assigned operational areas and reviews and controls expenditures of funds. Assumes responsibility on designated matters in the absence of administrators in the division. Performs related duties as assigned. Distinguishing Characteristics A Human Resources Manager plans, organizes, and manages a variety of centralized District human resources operations such as hire processing, leave administration, salary differentials and coding, job classification coding, academic classification and compensation, academic recruitment and selection, tuition reimbursements, data collection and reporting, employee records and forms, and other related functions. A Director of Human Resources plans, organizes, directs, coordinates, and evaluates the District's centralized human resources operations which includes areas such as employment processing, personnel transactions, academic recruitment and selection, academic classification and compensation, salary differentials and coding, data collection and reporting, employee record systems, and other related functions. Supervision General supervision is received from a classified administrator. Immediate supervision is exercised over professional, technical, and clerical employees. Class Qualifications Knowledge of : Policies, procedures, and practices of public personnel management Principles and techniques of recruitment, selection, classification, compensation, organizational analysis, and staffing Laws, rules, regulations, policies, procedures, and collective bargaining agreements related to employee assignments, compensation, recruitment, fringe benefits, and equal employment opportunity Principles and methods of research and analysis Principles of mediation, arbitration, and conflict resolution Current trends and development in human resources operations and related fields Principles of organization and management Principles of supervision, training, and human relations Organization, functions and inter-relationships of operating units of the District Principles and procedures of budgeting Organization and management of records Capabilities of computer applications, systems, and hardware used in human resources management Ability to : Plan, organize, and manage a variety of human resources operations and activities Interpret, apply, and explain rules, laws, collective bargaining agreements, policies and procedures related to human resources principles and programs Analyze and evaluate the effectiveness of policies, programs, systems, and standards involving assigned human resources activities Recognize critical problems, develop and evaluated data, determine solutions, assess alternatives, and make sound recommendations Prepare and present written and oral reports on a variety of human resources policies, procedures, decisions which are comprehensive and meet legal requirements Effectively utilize human resources information and documentation systems in the performance of duties Train, supervise, and motivate employees Stimulate teamwork and promote cohesiveness to achieve unit goals Organize work to meet critical deadlines Effectively express complex concepts orally and in writing Consistently use and promote professional standards and practices related to assignments Maintain a focus on details, quality, and precision in the performance of duties Actively contribute to a culture of constructive collaboration and innovation with colleagues Maintain poise and exercise good judgement in challenging situations Secure confidence, respect, and cooperation of individuals and organizations contacted in the course of work Exercise tact and good judgment in explaining rules, procedures, and programs Maintain a fair and impartial attitude Maximize use of available human, fiscal, and physical resources Integrate technology into business operations Apply statistical and research techniques to aid in resolving human resources related problems Establish and maintain effective working relationships with all levels of District administrators, employees, and representatives of public agencies and private organizations Travel to off-site meetings and events Learn specialized computer applications Entrance Qualifications Education : A bachelor's degree from a recognized college or university, preferably with a major in human resource management, industrial or organizational psychology, business administration, public administration, or a related field. Experience : Four years of recent full-time, paid, professional-level experience in human resources work such as recruitment and selection, job classification, wage and salary administration, human resources systems and operations, or other closely related areas. Two years of the required experience must have been in a supervisory capacity. Experience with academic employment is highly desirable. Special : A valid Class "C" California driver's license. Travel to locations throughout the District is required. Benefits Medical and dental insurance and vision care plans are provided for employees and their dependents. A $50,000 life insurance policy is provided free of charge for each employee. New employees receive 12 full-pay days and 88 half-pay days of illness leave. 19 paid holidays per year. Vacation days accrue annually beginning at 10 days and increasing incrementally to 24 days depending on years of service with the District. Vacation days for management and confidential positions begin at 15, 20, or 24 days. Other paid time off includes : bereavement leave, personal necessity leave, court subpoena, and jury duty. Employees become members of the Public Employees Retirement System. Employees are also covered by Social Security.
