Job Description

This intermediate-level position supports the Provider Finance Department (PFD) by contributing technical, instructional design, and facilitation expertise to strengthen workforce training and development. The role requires solid professional experience, the ability to work independently on assigned projects, and collaboration with team members and program staff. Responsibilities include technical support functions such as Learning Management System (LMS) administration and training requisitions, development of eLearning and instructor-led training content, and facilitation of learning sessions in coordination with assigned program areas.

Essential Job Functions (EJFs)

  • Provide Technical and Logistical Support (20%)
  • Provide technical support for training operations, which may include LMS administration, troubleshooting, reporting, and analytics.
  • Assist with training requisitions, vendor communication, and documentation in alignment with agency policies.
  • Perform logistical support duties as assigned to ensure smooth training delivery.
  • Develop Training Content (50%)
  • Design and develop instructional content, including eLearning modules, instructor-led training guides, and related materials.
  • Apply instructional design principles and adult learning practices to produce engaging and accurate training products.
  • Collaborate with subject matter experts and Training & Development staff to align content with program needs and standards.
  • Facilitate and Coordinate Learning Sessions (25%)
  • Facilitate in-person and online training sessions, workshops, and orientations to support employee development.
  • Serve as a liaison to assigned program areas by coordinating schedules, gathering feedback, and supporting identified training needs.
  • Support onboarding and orientation activities to ensure a positive experience for new employees.
  • Other Duties as Assigned (5%)
  • Provide backup support for Training & Development team members during absences or periods of high demand.
  • Assist with departmental reporting, special projects, and cross-training as directed by leadership.

Knowledge, Skills, And Abilities (KSAs)

  • Knowledge of instructional design models, eLearning development tools, and adult learning principles.
  • Knowledge of Learning Management System (LMS) functions, reporting, and troubleshooting.
  • Skill in designing, developing, and delivering training in multiple formats (eLearning, classroom, virtual).
  • Skill in coordinating logistics, managing tasks, and meeting deadlines.
  • Ability to collaborate with program staff and leadership to identify training needs and provide solutions.
  • Ability to communicate effectively, both orally and in writing, with diverse audiences.
  • Ability to work independently on assignments while contributing as a team member.

    Initial Selection Criteria

    At least one year of experience developing training materials, facilitating learning sessions, and coordinating training activities. Experience of agency programs, policies, and processes is preferred.

    Additional Information
