LEAD PERMITTING SPECIALIST / PERMITTING SPECIALIST

Alaska Power & Telephone is seeking a Lead Permitting Specialist or Permitting Specialist to administer the power and communications utility environmental regulatory program requirements .

T his position will perform the regulatory permitting work, including but not limited to FERC hydroelectric licensing, USACE wetlands and navigable waters permitting, Alaska DEC Air Quality Control and water quality permitting, Spill Response action plans, State and federal utility easement and land use permitting ( ie .

BLM, ADNR, Alaska Mental Health Trust Lands, US Forest Service, UA lands). This position also prepares, and files one-time and periodic reports required under regulatory programs and responds to information requests .

Depending on experience level and workload, this will be done independently or with other AP&T and consultant assistance .

As a small utility we offer a diversity of experience. We work together to safely integrate innovative new resources including renewables and broad-band communications systems, address day to day operational issues, ensure system stability, work with community stakeholders, address regulatory requirements and other such tasks.

The successful candidate will take leadership in permitting and compliance for the company. This position can be from any AP&T office location or a remote home office environment in Alaska or the Pacific Northwest .

Duties and Responsibilities

  • Ensure company environmental and public lands permitting and compliance requirements are met .
  • Prepare and manage affiliated contracts and contractors .
  • Prepare and submit applications, information request responses, and reports .
  • Set up and improve monitoring, recordkeeping, and reporting systems for new and existing approvals .
  • Provide regulatory support for planning, construction, operation and maintenance of AP&T projects and facilities .
  • Liaison with regulators, subject matter expert consultants, legal counsel, and AP&T team members on projects, process, program requirements, risk, and proposed programmatic changes .
  • Arrange training and assist AP&T team members as needed .
  • Create and maintain regulatory files and records .

Required Qualifications

  • Post-secondary coursework physical sciences, engineering, or natural resources curriculum .
  • 1 -5 years + related job experience .
  • Ability to self-motivate, manage time, plan projects, and plan workload to meet regulatory deadlines.
  • C ommunicate effectively with other AP&T employees, contractors and consultants.
  • Willingness to work independently frequently .
  • Efficient with Microsoft O ffice, photo editing software and other similar basic computer tools.
  • Current passport and ability to travel to other locations . U p to 10% of the workload will involve travel, which is reduced if in or near AP&T served communities.
  • Ability to pass pre-employment background check and drug tests .
  • Mental flexibility, willingness to learn unfamiliar parts of the job and a positive attitude .

Desired Qualifications

  • 4-year degree in a relevant area of study.
  • Familiar with isolated Alaskan communities and challenges of travel and planning projects in the region.
  • Extensive background in regulatory permitting, compliance, or enforcement.
  • Familiar with Alaskan regulatory offices and personnel and entities regulating utilities and other operators in the energy sector such as FERC and ADEC.
  • Resident of community with an AP&T office preferred but not required .

Physical Requirement of the Job :

  • Work will be performed in a standard office environment with regularly scheduled working hours .
  • Must be capable of s afely lifting up to 30 pounds on occasion .
  • Occasional travel may be required .
  • Overtime may be required .
  • Work may be performed under a remote worker policy.

The pay range for this position is $ 33.14-$46.39 per hour and is DOE . AP&T offers a generous benefit package including (but not limited to) a $5000.
