Job description

Environmental Manager

This position is located in Pensacola, FL. Position Overview and Responsibilities :

This is a highly professional intermediate supervisory and managerial position in the Northwest District's Environmental Resources Permitting Program, directly involved in the training, development and decision making of direct reports. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by The Agency's Affirmative Action objectives, The Department's Standards of Conduct, as well as any and all departmental and / or work unit rules, directives, policies, procedures, and / or general orders applicable to performing the duties of this position.

  • Oversees employee performance, effectively communicates, motivates, and trains. Measures performance, conducts performance appraisals, provides feedback, supports good work efforts, and takes necessary actions to correct poor performance issues.
  • Responsible for time and attendance of subordinates.
  • Coordinates permitting workload and ensures that requests for additional information and permit authorizations are issued in a timely manner.
  • Reviews staff reports, requests for additional information, and permit authorizations and modifies and critiques these documents where necessary.
  • Advises and assists field personnel in complex investigations.
  • Responsible for analyzing and evaluating highly complex data regarding the environmental impact of proposed developments and other projects.
  • Reviews and recommends issuance / denial of Environmental Resource Program applications, variance / waiver requests, and sovereign submerged lands applications according to Florida Statutes and Administrative Codes.
  • Reviews plans for proposed projects and makes suggestions to the applicant and / or his engineer or agent consistent with responsible land use, taking into consideration environmental impacts.
  • Assists program staff in conducting wetland delineation determinations using methodology outlined in FAC 62-340.
  • Prepares recommendations to supervisor, senior management, and the Governor and cabinet concerning final agency actions.
  • Responsible for maintaining effective internal communications with superiors and subordinates.
  • Ensures that all KPIs and metrics are met or exceeded.
  • Tracks permitting metrics through the Department's various database programs and provides progress reports to leadership.
  • Coordinates with leadership to implement programmatic process improvements.
  • Participates in the development of rules and regulations and general permit procedures. Assists in developing plans for program administration.
  • Provides technical assistance to the general public, consulting engineers, governmental officials and applicants regarding Florida Statutes, Administrative Codes, and Operating Agreements.
  • Ensures that all citizen inquiries are addressed in a prompt and effective manner.
  • Attends or assures attendance to applicable training workshops, teleconferences, meetings, safety courses etc.
  • Ensures that routine feedback is obtained from stakeholders.
  • Plans, coordinates, and implements site visits, outreach, and public information programs.
  • Performs other related duties as required or directed.

The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup / cross-trained staff and approved by management to ensure that department essential functions can be performed, if required. This position may be placed On-Call to remain available to perform essential duties.

Required Knowledge, Skills, and Abilities :

  • Ability to plan, organize and coordinate work assignments for staff.
  • Ability to prepare and implement a multi-discipline training plan for subordinates.
  • Skilled in managing and critically evaluating data and preparing program metrics reports to assess and meet required metrics.
  • Skilled in mentoring and training subordinates in the proper performance of their duties and responsibilities.
  • Skilled in team building and responding to and correcting subordinate disciplinary issues in a timely and effective manner.
  • Ability to effectively manage subordinates within multiple program areas.
  • Ability to work independently and within a team in support of management objectives.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to multiple environmental programs.
  • Skilled in problem solving, managing conflict, and negotiating mutually acceptable outcomes across multiple disciplines.
  • Skilled in dealing with the public in a tactful and courteous manner.
  • Ability to communicate effectively in writing and verbally in small group and large group settings.
  • Minimum Qualifications :

  • Valid Driver License and ability to travel overnight as needed.
  • Must become and maintain DEP's Certified Wetland Evaluator certification within 1 year, if not already certified.
  • At least 7 years of verifiable related experience in Environmental / Regulatory and or Engineering. Post-secondary degrees from an accredited college or university with a major in Natural Science, Environmental Science or Engineering may be used as an alternative for the required years of experience on a year-for-year basis.
  • Pursuant to the sections 110.1127 and 435.04, Florida Statutes, and DEP Directive 422, Background Investigation, is required to successfully complete a background and fingerprint check.
  • Pay : Annual salary - $69,748.00 - $73,134.00
