As a City Engineer / Lead Municipal Engineer working under our staff augmentation model, you will be embedded within a municipal public works or engineering department. You will act as an extension of city staff, supporting or leading daily engineering functions that ensure safe, sustainable, and cost-effective public infrastructure.

Key Responsibilities

Project Management (Capital Improvement Program / Projects)

  • Oversee capital improvement projects from concept through completion.
  • Review and approve civil engineering plans for streets, drainage, water quality, water and sewer infrastructure.
  • Coordinate with private development design consultants and contractors to ensure capital projects and public improvements follow city standards and engineering design and construction criteria.
  • Right of Way and Utility conflict management

Development Services

  • Review private development plans for conformance with municipal codes and engineering standards
  • Coordinate with planning department and developers during the preliminary plan, site plan, platting, and permitting process.
  • Conduct technical analysis for zoning, subdivision, and utility service requests
  • Assist with the City's Flood Damage Prevention ordinance in day-to-day activities and ability to administer local, state and federal regulation on flood damage prevention, and provide hydrologic, hydraulic and engineering analysis for floodplain delineation and drainage studies.
  • Construction Oversight

  • Perform site inspections or coordinate with inspectors to ensure compliance with design documents.
  • Review and recommend approval of construction change orders and pay applications
  • Respond to field engineering questions during construction
  • Infrastructure Planning and Asset Management

  • Assist in preparing infrastructure master plans (water, wastewater, stormwater, transportation)
  • Maintain and update GIS-based asset inventory and condition data
  • Help prioritize capital projects and prepare budget estimates
  • Public and Interdepartmental Coordination

  • Serve as liaison between the city and external agencies, utility companies, and citizens
  • Attend city council, planning, or engineering meetings as needed
  • Coordinate with internal departments such as finance, legal, and parks for cross-functional projects
  • Technical Reporting and Documentation

  • Draft technical reports, council memos, grant applications, and Request for Proposals (RFPs)
  • Maintain project documentation in accordance with municipal records requirements
  • Ensure adherence to environmental, regulatory, and permitting requirements
  • Qualifications

    Minimum Qualifications

  • Bachelor's degree in civil engineering or related field
  • Licensed Professional Engineer (PE) in Texas or ability to obtain within 6 months
  • Minimum 6 years of relevant experience in municipal engineering, public works, or consulting
  • Proficiency in MS Office and project management software
  • Valid driver's license
  • Preferred Qualifications

  • Prior experience working in or for a municipal engineering / public works department
  • Familiarity with TxDOT, TCEQ, and FEMA standards
  • Certified Floodplain Manager (CFM) per Texas Floodplain Management Association (TFMA) of ability to obtain
  • Excellent working knowledge of and ability to apply general management principals; and interpret and communicate to others rules, regulations, guidelines prepared by state and federal agencies on a variety of programs
  • Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech
  • Working knowledge of municipal codes, ordinances, and development regulations
  • Excellent communication and interpersonal skills
