Business Development Manager (Real Estate Development Specialist)
The City of Norfolk's Economic Development Department is currently seeking a Business Development Manager (Real Estate Development Specialist).
Departmental Hiring Salary Range : $68,675-$95,000
Essential Functions
Essential functions include but are not limited to :
- Serve as a trusted partner for the Department of Development's Real Estate Division by overseeing activities that support a strong business climate in support of business retention and expansion and attraction activities.
- Oversee financial responsibilities for lease activities and the acquisition and disposition of real property. This includes negotiating leases and providing support for bank transactions and wires.
- Supports internal City real estate activities including the acquisition and disposition of property in support of City department initiations including identifying land for construction of utility pump stations, fire stations and or leases for departmental operations.
- Conduct in-depth analysis of vacant and underutilized parcels to determine highest and best use potential, considering market conditions, zoning, infrastructure, and community needs.
- Prepare feasibility studies and development scenarios for priority sites.
- Serve as the city's liaison in facilitating discussions around site planning, entitlements, and development potential.
- Evaluate project economics including pro forma review, return-on-investment (ROI) scenarios, and projected fiscal impacts to the City of Norfolk.
- Provide data-driven recommendations to city leadership to advance targeted mixed-use, office, hotel, and retail developments.
- Assist in the development of processes and procedures that support the overarching departments goals in alignment with the strategic plan.
Education / Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Five years of experience; or an equivalent combination of education and experience. Community Engagement Significant public speaking experience preferred.
