Company Overview :

Wasatch Peaks Ranch is developing and building a new private mountain resort community located in the Wasatch Mountains 30 minutes north of Salt Lake City.

The development encompasses 12,000 acres including 3,000 acres of private ski terrain; a Tom Fazio-designed private golf course;

and 460 private homes and homesites being developed under a multi-phase 10 15-year buildout. This multi-billion-dollar project will offer the most exclusive array of skiing, golf, and a variety of other amenities in a private club setting in the United States.

Position Summary :

WPR’s Horizontal Construction Manager oversees and coordinates the company’s multiple horizontal construction projects from start to finish, ensuring that the bid process is rigorous, contracts are comprehensive and protect the company, schedules are met (or beaten) and budgets are adhered to with maximum emphasis on value engineering and ensuring efficient / effective means and methods are followed.

The ideal candidate will have retail or office park development experience, or strong home build experience and a construction management background.

Duties / Responsibilities :

Provides input / coordination during the design / engineering and preconstruction stage by collaborating with architects, engineers, or other involved parties;

develops detailed description of construction work scope and materials necessary to complete project.

  • Prepares bid solicitation packages for, recommends selection of and prepares contracts for, contractors for specific horizontal construction projects with emphasis on earthwork, roadway, bridge / wall, utility and sitework construction projects.
  • Oversees each contractor and subcontractor to ensure that work meets quality standards, complies with regulatory requirements, adheres to specifications, meets budgets, adheres to schedules, and is fully coordinated with other contractors and WPR’s operations.
  • Creates and manages construction schedules and coordinates construction critical path schedules in logical steps, coordinating with all trades / other projects / operations and accurately budgeting the time necessary to meet each critical path deadline.
  • Prepares and submits construction budget estimates and regularly communicates with the development team and business team concerning actual costs vs.

budget estimates, schedule progress and potential variances.

Ensures contractor’s daily adherence to project critical path schedule and budget and, when challenges or issues arise, makes prompt and thoughtful field decisions or consults with the development team to make necessary adjustments to stay on schedule and budget.

Issues field orders documenting these decisions / directives.

  • Plans, coordinates, organizes, and oversees all horizontal construction activities including pre-construction, procurement, mobilization, staging, deliveries, means, methods, clean-up and demobilization.
  • Ensures company and contractor safety standards and guidelines are followed and that all national, regional, and local safety codes and standards are met.
  • Ensures company environmental protection policies and procedures are followed and that national, regional, and local environmental permits and regulations are property adhered to.
  • Oversees preparation of bid packages, bid solicitation, bid review, contractor selection, contract negotiations, revisions, and additions and adherence by all parties.
  • Collaborates with owner, staff, contractors, and design professionals to identify and resolve challenges, including schedule needs, work procedures and construction or design issues.
  • Manages and leads the punch-list, project closeout and operational turnover process ensuring a smooth hand-off to the operational team.
  • Manages and leads the resolution of construction contingency actions that are necessary due to delays, winter conditions, bad weather, or emergencies at construction sites.
  • Reviews monthly contractor pay applications, measures and verifies quantities via regular field inspections and recommends payment amounts and adjustments.
  • Works well with contractors to develop and maintain collaborative relationships with other contractors, critical path project schedules and delivery dates.
  • Develops and maintains good working relationships with a variety of people, including owners, managers, designers, engineers, contractors, subcontractors, field representatives, tradespersons, and craft workers.
  • Assists others on the development team.
  • Performs other related duties as assigned.

Required Skills / Abilities :

  • Excellent verbal and written communication skills.
  • Proficient in Microsoft Word, Excel and Project or related communication, budgeting, and scheduling software.
  • Thorough understanding of bidding, contracts, architectural, engineering, and other construction plans, specifications, and regulations.
  • Ability to remain flexible and efficient in a fast-paced environment.
  • Ability to make intelligent and prompt decisions, working well under pressure, and when faced with unexpected occurrences or delays.
  • Ability to effectively multitask while analyzing and solving problems.
  • Thorough understanding of engineering, architectural, and other construction drawings.
  • Ability to speak Spanish preferred.

Education and Experience :

  • At least five years of complex horizontal construction management experience or related construction management experience required.
  • Bachelor’s degree in Construction Science, Construction Management, or Civil Engineering preferred.
  • Construction Manager certification by the American Institute of Constructors or Construction Management Association of America preferred.

Job Environment :

  • Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing, reaching, bending, crawling, or stretching.
  • Must be able to lift up to 50 pounds at a time.
  • Exposure to characteristic construction site hazards and dangers.
  • Must be on-call to address delays, emergencies, bad weather, and other issues at the job site.
  • Must be able to identify risks and hazards in and around the job site.
  • Must be able to use technology and software in the field to read, interpret, email, and review plans.
