Job Summary :

The Director role reports directly to the EVP & Chief Health Officer. A successful candidate for this role will be hyper-organized with the demonstrated ability to multi-task and effectively manage competing priorities in a fast-paced, time-sensitive environment.

They must work well under pressure and skillfully manage multiple incoming requests, triaging when needed. The candidate must have strong interpersonal and excellent verbal and written communications and presentation skills.

This person must have the ability to engage, persuade, and collaborate with diverse leaders and stakeholders at the executive level as well as other levels of the organization.

They must have a commitment to achieving the highest quality standards for all work products and demonstrate the ability to focus on the big picture while keeping track of the details of each portfolio of work.

The ideal candidate will have a strong background in public health and public policy execution, have strong industry knowledge of social health / population health / community health / social determinant programs and / or health plan Medicaid experience.

Provide leadership and facilitation in the resolution of highly strategic and sensitive issues or projects of regional, statewide, cross entity or cross-functional and reports directly to senior leadership.

The incumbent acts as an advisor and thought partner by leading teams to identify, track and measure issues, project plans and associated risks for resolution and consolidation, providing expert level consulting capabilities to the functional area to realize leaders' strategic agendas.

Lead teams to gather data, researching and consolidate issues, summarizing information and making recommendations with relevant stakeholders to advance the senior leaders' agenda.

Incumbent routinely and proactively represents the executives' positions in meetings, committees and in developing integrated functional projects, communication plans and scorecards to measure effectiveness of initiatives.

On behalf of the executive, oversees the functional area operations including budget and strategic planning. Maybe responsible to manage other executive / internal consultants and staff to proactively identify and resolve issues of strategic importance to the company.

Essential Functions :

  • Acts as an advisor or thought partner by structuring undefined issues for resolution, researching issues, summarizing information and working with relevant stakeholders to provide the executive with the information needed to make sound decisions.
  • Prepares individuals for growth opportunities and advancement; builds internal collaborative networks for self and others.

Solicits and acts on performance feedback; drives collaboration to set goals and provide open feedback and coaching to foster performance improvement.

Demonstrates continuous learning; oversees the recruitment, selection, and development of talent; ensures performance management guidelines and expectations to achieve business needs.

Stays up to date with organizational best practices, processes, benchmarks, and industry trends; shares best practices within and across teams.

Motivates and empowers teams; maintains a highly skilled and engaged workforce by aligning resource plans with business objectives.

Provides guidance when difficult decisions need to be made; creates opportunities for expanded scope of decision making and impact.

Directs the work of project / program team members by overseeing the coordination of internal and / or external resources based on the alignment of team member skills and project / program demands;

driving the delivery and promotion of the strategic vision and objectives to team members; and overseeing the delivery of performance feedback to team members supervisors and leadership as appropriate.

  • Directs and oversees team(s) of consultants in the development of requirements for large-scale, complex, or specialized business, process, or system solutions across business domain(s) by leveraging partnerships with stakeholders and cross-functional teams as appropriate;
  • providing guidance in the use of multiple business requirements gathering methodologies to identify business, functional, and non-functional requirements;

and overseeing the development and documentation of comprehensive business cases to assess the costs, benefits, and ROI of proposed solutions.

  • Oversees the development and implementation of strategic business initiatives, systems, and / or processes to a desired future state by maintaining a expert understanding of how current processes impact business operations across multiple domains;
  • developing and leveraging stakeholder partnerships to identify the operational needs and impact of requirements on upstream and downstream solution components;
  • providing options and recommendations to executive management and business stakeholders on how to integrate solutions and deliverables with current systems and business processes across regions and domains;

directing the identification and validation of value gaps and opportunities for process enhancements or efficiencies; and overseeing the establishment of appropriate governance and workgroup infrastructures to accomplish strategic outcomes.

  • Oversees the management of complex, cross-functional projects and / or programs by ensuring the coordination of appropriate stakeholders;
  • assembling teams and resources based on project needs and team member strengths; monitoring the development, analysis, and management of project / program plans;
  • negotiating and managing the coordination of project / program scope, schedules, and resource forecasts; managing project financials and deliverables;
  • proactively monitoring and identifying project / program / business initiative risks, issues, and trigger events which may impact long-term organizational business objectives;

developing and implementing mitigation plans and strategies; and resolving risks or issues as appropriate.

Directs the proactive monitoring and identification of client, project, program, and / or business risks, issues, and trigger events by initiating the development of mitigation plans and strategies;

and resolving or escalating risks or issues as appropriate.

  • Directs change management plans associated with business initiatives by leveraging and developing stakeholder relationships support and buy in for changes;
  • partnering with executive management, project / program champions, and business owners to communicate and align improvement initiatives to set long-term business objectives;

and empowering stakeholders to embrace a change management mindset, understand intent and purpose, and foster a culture of change.

Directs team members in the assessment of strategic performance metrics to support business initiatives by leveraging partnerships with data analytic teams to ensure the translation of business requirements into analytic specifications;

recommending appropriate data analysis tools and approach to assess business performance; determining suitable data gathering and analysis methods (e.

g., process observation, hard data, etc.); defining data requirements and obtaining customer agreements, including customer requirements as appropriate;

and ensuring risks are identified and alleviated through data-driven analysis.

  • Oversees continuous learning and professional development by keeping abreast of cutting edge industry practices, standards, and benchmarks;
  • attending and presenting at roadshows, conferences, training seminars, and / or speaking events as appropriate; leading the ongoing enhancement and innovation of consulting practices, standards, and methods across KP;
  • serving as an advocate to ensure continuous learning and improvement is championed as a people strategy; providing training and guidance to stakeholders as appropriate;

and empowering stakeholders to provide ongoing coaching to build a continuous improvement mindset and build capabilities that drive results.

Leads and / or participates on high priority projects for the executive.

Preferred Qualifications :

  • Minimum ten (10) years of experience in consulting, operations or project management ideally in a health care setting.
  • Minimum five (5) years of management experience preferred.
  • Minimum ten (10) years of related experience preferred.
  • Master's degree preferred.
  • Proven leadership skills in project management and consulting. Must exhibit efficiency, collaboration, candor, openness, and results orientation.
  • Ability to exercise good judgment and political astuteness.
  • Superior communication, consulting, facilitation, negotiation, conflict management, problem resolution, change management skills and consensus building skills.
  • Ability to adapt to constantly changing priorities in managing a wide range of projects.
  • Demonstrated ability to structure, drive and execute complex multi-disciplinary issues to closure with minimal direction.
  • Proven ability to effectively manage in ambiguous situations with minimal direction.
  • Proficient in team building, conflict resolution, group interaction, project management, and budget management.
  • Demonstrated ability to lead professionals and manage others through influence and collaboration.
  • Outstanding written and oral communication skills required.
  • Expert knowledge (broad expertise or unique knowledge) of policies, practices and systems.
  • Develops advanced concepts, techniques, and standards.
  • Develops new applications based on professional principles and theories.
  • Viewed as functional expert in field within KP.

Minimum Qualifications :

  • Minimum four (4) years supervisory experience managing direct reports.
  • Bachelors degree from an accredited college or university and Minimum ten (10) years experience in consulting, project management, data analytics, operations or a directly related field OR Masters degree in Business Administration, Public Health, Health Services Administration, or related field and Minimum eight (8) years experience in consulting, project management, data analytics, operations or a directly related field OR Minimum thirteen (13) years experience in consulting, project management, data analytics, operations or a directly related field.
