Account Executive

This position is located at the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities.

The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965.

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As an Account Executive, you will:

  • Be responsible for providing recommendations to the Senior Account Executive and/or the Branch Chief for all loan level and deal level credit decision making. Works with Production staff to provide input on new loan applications including information about market conditions, management agent and owner.
  • Contribute to portfolio management and oversight:
    • Review and analyze property-level financial statements, including monthly accounting reports and other property financial data.
    • Review of annual operating budgets, rent levels on properties including any subsidized assets in the assigned portfolio.
    • Participate in monthly review of the Watchlist assets. Monitor the portfolio for potential or imminent defaults and proactively communicate relevant pre-default information to the Senior Account Executive and/or Branch Chief.
  • Serve as HUD's primary point of contact for projects assigned for owners/management agents, tenants, Federal, State and local governmental agencies, congressional interests, other external organizations and senior level managers.

There are four vacancies for this position -- two in Denver, CO and two in San Francisco, CA.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

Qualifications

You must meet the following requirements by the closing date of this announcement.

To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level. Specialized experience for this position is defined as participating as a team member in the management of moderate-risk multifamily property portfolios to achieve program goals.

Examples of this experience could include:

  • Applying statutes, regulations, and procedures governing multifamily housing programs; OR
  • Preparing reports regarding a multifamily property portfolio for review by senior team members or managers; OR
  • Reviewing financial documents related to property management to extract data for analysis.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

To be qualified for this position at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level. Specialized experience for this position is defined as supporting the administration of a housing program.

Examples of this experience could include:

  • Applying statutes, regulations, and procedures governing housing programs; OR
  • Assisting in the preparation of reports regarding housing programs for senior team members or management; OR
  • Participating in the servicing of housing programs, such as federal housing mortgage insurance programs, federal housing assistance programs, or state or local affordable housing programs.

OR

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

OR

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
