Requisition No: 874878 | Agency: Environmental Protection | Working Title: ENVIRONMENTAL CONSULTANT – 37011436 | Pay Plan: Career Service | Position Number: 37011436 | Salary: $55,157 Annually | Posting Closing Date: 05/08/2026 | Department: State of Florida Department of Environmental Protection | Location: Jacksonville, FL Position Overview and Responsibilities This advanced level environmental position in the Permitting Program serves as the subject matter expert for permitting activities related to Environmental Resource Permitting (ERP). It acts as liaison among districts, divisions, and the regulated community. Assist with coordination of permitting activities for environmental resource permitting, including distribution of permitting workload to staff. Review and evaluate permit applications for conformance with federal and state rules and regulations. Produce highly complex permits and requests for additional information, when required, pursuant to prescribed rules and department guidance and procedures. Perform site inspections, as necessary, in support of reviews and evaluations. Accurately and timely enter required data and system information into agency databases and Oculus. Provide technical assistance to the compliance assurance program. Coordinate with the compliance assurance program to ensure permits address necessary corrective action, when appropriate. Mentor staff on application reviews; conduct peer reviews; and/or approve documents on behalf of the administrator. Maintain effective internal communications with leadership and coworkers in line with the department’s standards and expectations for communication effectiveness. Provide regulatory assistance, such as outreach, permitting determinations and exemptions, to permittee and/or company representatives, other department programs, delegated local programs, and other interested parties. Perform related work as required by supervisor. Required Knowledge, Skills, and Abilities Knowledge of the terminology, principles, and analytical techniques of the environmental or natural sciences. Knowledge of data collection and analysis principles and procedures. Ability to collect, evaluate, analyze, and interpret scientific or technical reports and supporting documentation. Ability to prepare technical reports. Ability to use a personal computer and Microsoft Office Suite. Ability to understand and apply applicable regulations, policies and procedures related to environmental programs. Ability to determine work priorities and ensure proper completion of work assignments. Ability to work independently. Ability to communicate effectively and professionally, both verbally and in writing. Ability to establish and maintain effective working relationships with co‑workers and leadership. Ability to interact with customers in a tactful and courteous manner. Ability to cross‑train into multiple regulatory programs. Ability to identify solutions to problems and exhibit positive problem‑solving techniques. Ability to meet established performance standards as identified in the district performance standards document. Experience with peer review to ensure a quality work product. Experience with process review and efficiency implementation through use of continuous improvement strategies. Experience with workload coordination and assignment of tasks within a multi‑functional team. Experience with environmental resource permitting activities. Minimum Qualifications At least five years of verifiable related experience. Post‑secondary degrees may be used as an alternative for the required years of experience on a year‑for‑year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees. Valid Driver License. Travel. Certified Wetland Evaluator Certification within 60‑90 days. Position of Special Trust Requirement This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position. Pay $55,157 annually.
