Manager, Development Operations - Houston, TX

OVERVIEW S&B is seeking a Manager of Development Operations to lead the development team and is responsible for overseeing and coordinating personnel, resources, and processes necessary to deliver new software solutions or upgrade existing products. Accountable for end-to-end secure delivery across a hybrid enterprise environment, spanning legacy systems and modern cloud platforms, with a strong focus on advancing cloud-native and containerized application patterns. Plays a key role in the organization’s technology modernization efforts, helping evolve existing systems and practices toward scalable, secure, automated, and cloud-aligned architectures. Fosters a culture of continuous improvement in all areas of technology and instills the principles of this culture in a team of developers. Must have 6 years of hands‑on technical leadership and people management experience. EDUCATION Four‑year college degree in a related field or equivalent, with 6 years of supervisory experience. QUALIFICATIONS AND EXPERIENCE Customer‑facing manager with hands‑on technical expertise to architect and manage a DevOps team. 6‑8 years of experience in modern software development, architecture, and DevOps. Experience in agile tooling (Jira, Confluence, etc.), version control systems (Git, SVN, etc.), and deployment strategies supporting iterative and continuous development. Strong understanding of cloud infrastructure and operations for scalability and maintainability of cloud‑native applications. Extensive experience developing, deploying, and integrating software solutions. Working in modern application development stacks: Java (backend), Go (backend), ReactJS (frontend), Azure DevOps (CI/CD pipelines, release management, and work tracking). Experience designing, implementing, and maintaining CI/CD pipelines across multiple environments. Experience with Kubernetes/AKS containerized and cloud‑native environments for deployment, scaling, and operational support. Coaching developers to improve skills and grow careers. Excellent communication skills. Strong leadership qualities. Proof of conflict resolution ability. Mentoring and coaching skills. Solid critical‑thinking and decision‑making skills. PREFERRED QUALIFICATIONS AND SKILLS Python (automation, scripting, or data‑related workloads). Experience with Agile development and release practices. ITIL familiarity and experience. TYPICAL DUTIES AND RESPONSIBILITIES Contribute to technology strategy and planning; research emerging technologies to support systems development efforts; recommend technologies, features, or other non‑functional requirements that increase cost‑effectiveness and flexibility. Establish and maintain appropriate procedures and processes. Provide guidance to the team and ensure adherence to development standards. Monitor, evaluate, and ensure the completion of tasks and projects. Create strategic targets for the team and provide mentoring and training. Identify skill gaps for support and development projects and recruit team members. Recruit, hire, and manage full‑time developers, contractors, and consultants. Evaluate staff performance. Allocate resources for development projects and support. Ensure proper quality assurance processes. Solve complex technical challenges. Enforce DevOps pipeline for projects. Conduct weekly 1‑1s with developers to provide career guidance. LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, and technical systems documentation. Success requires interpersonal communication and relationship development skills. MATHEMATICAL SKILLS Basic mathematical and algebraic equations required. PHYSICAL DEMANDS Occasionally conduct or participate in field trips to operating plants, construction sites, or other office complexes; requires standing, walking, clear close and distance vision, depth perception, and focus. WORK ENVIRONMENT Normal work environment is a business office with moderate noise.
